Under the direction of the Chief Financial Officer, the Government Relations Director will drive the coordination of company advocacy efforts related to new federal and state childcare programs, including but not limited to Universal Pre-K and Childcare support programs. This position will be responsible for analyzing incoming information regarding Early Childhood Education (ECE), and federal/state level research, and updating the executive team and impacted stakeholders. This position will be the primary internal repository, coordinator, and facilitator of all efforts and information related to federal and state public policy, funding, and programs.
Keeps abreast of legislative developments and implements organizational adjustments in response. Analyzes and identifies potential concerns or conflicts of interest and develops internal policy recommendations meant to mitigate risk or reduce exposure. Deliver timely communications and education to internal stakeholders, including the CEO, CFO, and General Counsel regarding regulatory/legislative/policy developments that could impact the business to ensure an opportunity to influence outcomes.
Monitor, track and organize all aspects of federal and state funding for ECE programs, including differentiating between state requirements and practices, primarily in states where Cadence operates. Staying abreast on implementation and changes that could impact availability of and access to the funding.
Collaborates with other members of the executive management team to align departmental strategy or direction with the overall goals of the organization. Develops policies, practices, and procedures that have a significant impact on the organization.
Develops and implements effective advocacy efforts and strategies, as well as grant and other funding / reimbursement opportunities for key priorities at the Federal and State levels. Lead collaborative work teams to apply for and utilize federal/state funding to achieve business goals.
Establishes standards and deadlines for grant proposals or applications, and reviews proposals or applications for completeness and compliance with grant terms. Reviews and approves awards and develops processes for delivering funding to successful applicants.
Provides pre- and post-award funds management for the organization’s grants program, with a clear understanding of how funding impacts business operations, stakeholders and communities.
Regularly updates and advises Cadence leadership about relevant federal and/or state policy activities and political developments anticipated to affect cadence’s ongoing business, strategy and planned initiatives.

Knowledge, Skills, and Abilities:
Requires the ability to travel up to 25% of the time.
Ability to dissect a problem into an organized approach and quickly form a hypothesis against which to run analysis and present complex concepts/ideas in concise, easy-to-understand terms.
Must understand the legislative process, congressional procedures, and regulatory process, including understanding the roles and decision points in the legislative and executive bodies.
Must have demonstrated ownership in managing objectives, team members, and stakeholders.
Must be influential, persuasive, communicative with strong administrative abilities.
Must be able to communicate effectively and succinctly (both verbal and written) with management team, Apax and other stakeholders.
Must be able to decide how to allocate people, time and other resource to create, execute, and accomplish an operating or project plan on time and within budget.
Must have solid analytical and problem-solving skills along with the ability to utilize the appropriate management techniques to plan, organize, control and coordinate activities.
Must be able to manage priorities, deadlines and objectives simultaneously in a dynamic environment and adapt to change quickly and positively.
Must demonstrate ability to be self-directed, as well as demonstrate excellent organizational, analytical, interpersonal skills and research capabilities.
Must possess good customer service and communications skills, the ability to work with professionals and maintain confidentiality standards.
Requires the ability to read, write and speak effectively in English.
Education or equivalency:
Requires a bachelor’s degree in Political Science, Public Relations, Communication, or related field; or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work.
Requires a minimum of seven (7) years of progressively responsible government relations, political, or public affairs related experience that demonstrates a high level of understanding of the required knowledge, skills, and abilities.
Experience must include demonstrated leadership ability, preferably in a related management position in an educational setting.
