This position is responsible for assisting the department in implementing Amtrak’s federal government affairs strategy via supporting congressional affairs, outreach to external stakeholders, and assisting with policy research and development, presentations, and general support for the department.




  • Support the department’s congressional and external affairs teams through research and subsequent development of one-pagers, talking points, presentations, and other deliverables for use in the department’s outward-facing meetings.
  • Maintain and manage library of accurate, up-to-date internal and external one-pagers, presentations, policy documents, and other materials.
  • Support oversight of Amtrak’s implementation of the Infrastructure Investment and Jobs Act (IIJA) by helping to track and communicate internal and statutory deadlines; working across departments to help ensure deliverables meet the statutory requirements; creating and maintaining necessary records; coordinating and supporting internal IIJA implementation oversight committee meetings; and helping to prepare periodic updates for Amtrak leadership.
  • Support department’s work related to the annual appropriations cycle, including work on the company’s annual grant request to Congress, tracking of House and Senate appropriations bills, and helping to ensure compliance with annual directives.
  • Assist with public policy development by working with subject matter experts across the company to create policy proposals and help communicate such proposals through white papers, legislative language, reports to Congress, and other deliverables.
  • Supporting, and on occasion leading, special projects and other tasks as assigned by the Assistant Vice President and Legislative and Regulatory Affairs Manager in support of the Government Affairs’ mission and annual departmental goals.




  • Bachelor’s Degree required OR equivalent relevant experience may be considered in lieu of a degree.
  • 2+ years of work experience in public policy or related field.
  • Excellent written and verbal communication skills.
  • Able to handle multiple tasks at one time and adapts easily to an exceptionally fast-paced working environment.
  • Motivated and able to work independently with limited supervision.
  • Able to maintain collegial attitude in the midst of busy, stressful situations.



  • Experience working on Capitol Hill in a federal policy role, such as: a Legislative Correspondent, Legislative Aide and/or Legislative Assistant for a Member or as a Research Assistant or Professional Staff Member for a relevant committee.
  • Familiarity with Amtrak, the rail industry, or surface transportation policy.
  • Familiarity with legislative processes and research tools, including advanced search functions of




  • Must have excellent oral and written communication skills.
