DESCRIPTION
Grassroots Program Manager

 

The National Active and Retired Federal Employees Association (NARFE) is hiring an experienced Grassroots Program Manager who will be responsible for managing federal grassroots legislative campaigns of varying size and scope that advance the mission priorities of NARFE.

 

 

What You’ll Be Doing in the role of Grassroots Program Manager:

Actively working to increase grassroots advocates as well as develop and implement ongoing campaigns and engagement opportunities to enhance our policy impact.
Develop grassroots training materials, including programming and content for the biennial Legislative Training conference.
Promote grassroots advocacy and coordinates targeted meetings between grassroots advocates and lawmakers.
Draft action alerts and letters to encourage members to contact their lawmakers and provide persuasive messaging.
Ensure NARFE leaders in state federations and local chapters are informed about public policy issues that affect federal employees and retirees via website content and e-newsletter and magazine articles.
Serve as the main point of contact between NARFE members and the Advocacy Department.
Conduct electronic and in-person presentations and trainings to NARFE leaders and advocates on grassroots best practices, stressing the importance of grassroots action and updating members on legislative activity.
Develop and maintains records of grassroots activities conducted by NARFE leaders and members.
Must have the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.

 

Legislation

Maintain knowledge of NARFE advocacy operations and positions on key legislative issues.
Informs membership of NARFE legislative priorities and reasoning for these priorities.
Assist association members with general legislative and grassroots inquiries and with requests for material and information.
Participate in coalition meetings as needed.

 

NARFE-PAC

Keep apprised of NARFE-PAC donations (or denial of donations) to candidates in order to convey these decisions to the field and justification for them when asked.

 

POSITION REQUIREMENTS
MINIMUM REQUIREMENTS AND QUALIFICATIONS

Education and Experience:

Bachelor’s Degree Preferred
Three (3) years of grassroots advocacy or government affairs experience required.
Must be able to work at the headquarters office in Alexandria, VA at least 3 days per week.

Qualifications:

Knowledge of the concepts and principles of the legislative and political process.
Strong organizational skills and ability to work well under pressure.
Exceptional verbal and written communication as well as interpersonal skills.
Ability to deliver presentations to medium to large audiences.
Ability to provide effective training to NARFE members on grassroots best practices.
Knowledge of grassroots organizing and activating techniques.
Must be able to exhibit sound, independent judgment and diplomacy to maintain a tactful working relationship in-person and on the telephone.

 

Work Environment: The organization is currently operating on a hybrid schedule (In office 3 days/Remote 2 days/week). The NARFE headquarters office is conveniently located near the Braddock Road metro station in Old Town Alexandria. Salary Range: The starting rate is $65,000-$70,000 annually. The final candidate’s relevant experience/skills will be considered before an offer is extended. Actual starting pay will vary based on non-discriminatory factors including, but not limited to, experience, skills, specialty, and education.
