Job Purpose:

Develop and drive aligned US policy priorities and principles across the enterprise, while demonstrating Novartis leadership in shaping key policy, regulatory and legislative issues. Lead three policy functions: Federal Policy and Analytics; State Policy; and CMS and Product Reimbursement Policy.

Major accountabilities include for you to:

Lead Novartis US Public Policy department to establish Novartis policy vision, develop specific policy principles/strategies, and communicate strategic intent/positions to internal and external audiences and to support short- and long-term objectives of the Novartis business divisions.

Ensure alignment of policy principles/strategies with business leaders, legal/compliance requirements, and global public affairs principles.

Anticipate and predict changes in the healthcare and policy environment and advise Novartis leadership of potential economic and business impact.

Develop financial impact assessments for key legislation and regulatory changes in collaboration with internal stakeholders (e.g., managed markets finance, market access, corporate strategy) to shape our policy and advocacy strategies. Conduct research to support Novartis policy positions.

Lead Novartis in development of strategic relationships with CMS political appointees and career staff to optimize Novartis reimbursement in government healthcare programs. Find opportunities for our senior leaders to engage with CMS leadership on business priorities.

Engage as senior Novartis policy liaison with select trade associations (e.g., PhRMA, BIO, HLC, NPC), professional and advocacy organizations (e.g., AMA, NHC, NCOA, PQA, NQF,) and other policy influencers/think tanks (e.g., Duke/Margolis Policy Center, USC Schaeffer Policy Center).

Seek opportunities to craft association policy strategies in alignment with Novartis policy priorities.

Develop strong business relationships with senior management across Novartis divisions and provide timely updates on critical policy issues that impact business objectives. Ensure working relationships between policy team and leadership across functional areas including divisional business franchises, market access, HEOR, business development, finance, legal, and compliance teams.

Ensure public policy collaboration with Federal and State Government Affairs, and Alliance Development groups to achieve Novartis policy objectives. Serve on the US Public Affairs Leadership Team (GALT) and other internal leadership teams as appropriate.
