Redhorse Corporation has an immediate need for an Intelligence Strategy and Policy Analyst. This position is part of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) and is located in the Pentagon within the Strategy, Policy and Enterprise Assessment (SPEA) Directorate. The SPEA Directorate drives Defense Intelligence and Security Enterprises (DIE/DSE) implementation of the National Defense Strategy (NDS), leads development and sustainment of formal DoD-level Intelligence and Security guidance and direction, and promotes USD(I&S) DIE and DSE authority, direction, control and oversight while expanding intelligence integration across the Intelligence Community, US Government, and with Allies/Partners.

Responsibilities for the Intelligence Strategy and Policy Analyst include but are not limited to: 

  • Applying substantive knowledge of and experience with the DoD and the IC, particularly intelligence and security objectives, operations, activities, methods, and budgetary matters, facilitate development of the National Security Strategy (NSS), National Intelligence Strategy (NIS), National Defense Strategy (NDS), Defense Intelligence Strategy (DIS) as well as related national and departmental strategies.
  • Applying substantive knowledge of and experience with the DoD and the IC, particularly intelligence and security objectives, operations, activities, methods, and budgetary matters, facilitate development of USD(I&S) priorities and milestones as well as related tasks and outcomes for the Defense Intelligence Enterprise (DIE) and Defense Security Enterprise (DSE).
  • Applying substantive knowledge of and experience with the DoD and the IC, particularly intelligence and security objectives, operations, activities, methods, and budgetary matters, as well as the formal DoDI 5025.1 policy issuance process, facilitate development of charters for DIE and DSE organizations and agencies.
  • Applying substantive knowledge of and experience with the DoD and the IC, particularly intelligence and security objectives, operations, activities, methods, and budgetary matters, facilitate development and sustainment of governance framework outlining roles and responsibilities of USD(I&S)/DUSD(I&S) and DIE/DSE.
  • Applying outstanding communication skills (written and verbal) to interface directly with internal and external stakeholders to develop effective and concise narrative portions of strategy-related reports, presentations, talking points, and materials for review by senior leadership to include the USD(I&S), Secretary of Defense, DNI, and other USG senior leaders.
Basic Minimum Requirements for Skills, Experience, Education and Credentials include: 
  • Bachelor’s degree from an accredited college or university is required (engineering, computer science, or computer information systems field is desired)
  • Minimum of five (5) years of civilian or military experience in DoD, to include three (3) years of experience in policy, strategy or budget development in OSD, the Joint Staff, or a combatant command (CCMD) staff
  • Working knowledge of DoD and IC strategic guidance and planning processes and documents, Joint Staff doctrine development process is required; CCMD and or Joint Staff J2 experience highly desired
  • Ability to gather diverse views regarding complex topics and issues, and organize such information into a comprehensive oral communication for senior decision makers
  • Ability to coordinate, write, shape organization-level strategy, and strategy documents; analyze, assess, plan, program, budget objectives and outcomes against strategic guidance; and, collect, develop, evaluate and report organization-level strategic plan performance objectives and outcomes
  • Current Top Secret security clearance with current SCI is required.  Candidates who do not have a current Top Secret security clearance with current SCI will not be considered
