The Job

Principally responsible for the development and management of strategies to inform and influence public policy at the federal, state and local levels on issues and in areas of interest to SCAN Group and its affiliates, and to advise SCAN Group on regulatory and legislative matters that may affect it.

Represents the organization’s position on regulation and/or legislative affairs to elected representatives and their staff, as well as to officials and staff in regulatory and other agencies. This role requires an in-depth understanding of how organization capabilities interrelate across the function or segment.

Identifies and assists in pursuit of business development opportunities emanating from public agency efforts to address government sponsored health programs with new approaches (e.g., CMS Innovation Center).

 

You Will

Researches, monitors, analyzes, and strategically influences regulation and legislation at federal, state and local levels that may have an impact on SCAN Group and its affiliates to determine need for action and recommend action to be taken.

Partners with SCAN’s cross functional teams to produce proactive and reactive input and commentary to regulatory and legislative proposals of interest to SCAN.

Works to advance SCAN’s strategic interests through proactive identification and pursuit of opportunities within government-sponsored healthcare programs at the federal, state, and local levels including, but not limited to, state expansions and innovation programs.

Directs, oversees and manages the work of SCAN’s Government Affairs consultants supporting SCAN’s Government Relations interests.

Develops and implements a communication program to keep the SCAN Group and its affiliates informed on governmental issues relevant to SCAN’s interests.

Responsible for creating and maintaining a variety of written materials to help advance policy goals. Drafts position papers and regulatory/legislative language that advance the interests of SCAN Group and its affiliates.

Develops and maintains key relationships in Washington, DC as well as other key states where SCAN is expanding.  Serves as SCAN’s point of contact with members of Congress, staff members and/or Administration officials.

Achieves financial objectives by developing and maintaining an annual budget for the PG&A department.

Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching and counseling employees; initiating and enforcing systems, policies, and procedures.

Performs other related duties incidental to the work described herein as assigned

 

Your Qualifications

  • Bachelor’s Degree, Master’s Degree preferred.
  • 10 + years of experience as an advocate, lobbyist, public policy leader or related government affairs position.
  • Demonstrated understanding of the impact of legislation and public policy upon SCAN Group and its affiliates.
  • Demonstrated ability to establish and maintain relationships at the federal and state level political, legislative, and regulatory necessary to achieve goals.
  • The ability to effectively communicate orally and in writing with diverse audiences.
  • Ability to manage multiple projects at once, keeping track of details while maintaining focus on the big picture.
  • Strong analytical skills.
  • Demonstrated team leadership skills.
