Job Purpose:

The Legislative Analyst will work closely with the legal team and VP of Legislative Affairs to monitor and analyze legislation, regulations and policies established by local, state and federal governments. Also responsible for developing and advancing Intoxalock’s legislative and regulatory priorities directly and through Coalition efforts. The position will specifically track pending legislation and regulations that impact the ignition interlock and high risk motor vehicle insurance industries in 50-states, delivering detailed reports and at times, participating in meetings to recommend revisions on behalf of the company. This role will also monitor and comment frequently on state program rules through a high level of involvement with state regulatory personnel.

The main focus of this role includes:

Monitor pending legislation and regulations in each state that affect the ignition interlock device and high risk insurance industries.
Regularly visit government agency websites for updates on rulemakings, hearings, administrative decisions, and other binding guidance.
Maintain an understanding of policy issues applicable to the ignition interlock device and insurance industries.
Perform and present technical analyses of complex legislative and regulatory matters.
Assist in working with elected officials and interest groups to improve their awareness of Intoxalock’s mission.
Collaborate with other departments to formulate a position and manage staff actions that support the development of Intoxalock’s stance on pending legislation and program rules.
Review data in light of regulatory provisions to assess compliance and the potential need for corrective action.
What we are looking for in a candidate:

Strong communication and organizational skills.
Ability to work independently.
Ability to build relationships and follow projects from inception to completion.
Exceptional attention to detail and ability to manage multiple priorities and projects.
Strong professional and interpersonal skills to maintain relationships with political actors and outside stakeholder organizations.

Education and Expertise:

BS/BA or higher.
5-7 years of experience working on legislative, regulatory, or policy issues.
Knowledge of legislative and regulatory processes at state and local level.
