Job Summary
§ Primarily works as lobbying and political staff support to the Senior Director, Government and Legislative Relations – identifying, analyzing, and communicating corporate positions on state legislative and policy proposals impacting health insurance and/or the business to internal and external audiences. § Collaborates with Government and Legislative Relations Manager to identify and evaluate state legislative proposals with impacted business partners to identify and understand operational impacts. § Responsible for end-to-end administrative activities related to political contributions budgeting, processing, and logistics, and responsible for corporate compliance with state political contribution laws. § Develops relationships with internal and external stakeholders and industry groups to understand and advocate for Guidewell positions. § Monitors state legislative environment for developments that could impact corporate political and business operation strategy objectives. § Participates in advocacy efforts related to state legislative health care issues under direction of the Senior Director, Government and Legislative Relations. § Coordinates and implements educational and lobbying activities for external audiences, including legislators and their staffs, the Executive Branch, and industry groups, on legislative issues, as directed by Senior Director, Government and Legislative Relations.

Note: This role supports the state government team, and it is vital to be successful that the selected candidate physically live in the State of Florida with an expectation of heavy travel (45-50%) to Tallahassee. Due to the nature of this work, this role may require non-standard working hours and can be physically demanding, at times.

What You Will Be Doing:

  • Influences and Advocates Enterprise Policy Positions
    • Primary lobbying and political staff support to the Senior Director, Government and Legislative Relations
    • Supports and maintains relationships with legislators, legislative staff, members of the Florida Executive Branch, appointed government officials, political consultants, internal and external business partners, trade associations, and other stakeholders to advocate enterprise positions on policy issues.
    • Tracks policy-related news, publications, & other political commentary and disseminates information to the Government Relations team
    • Develops educational and outreach materials for external audiences, including legislators and their staffs, on health policy topics to influence outcomes that are advantageous to the enterprise.
    • Participates in advocacy efforts to promote enterprise positions on health policy topics and establish Florida Blue as a thought leader on policy issues
    • Exercises discretion and good judgment in the responsibilities associated with managing job function; works cooperatively, respectfully, and collaboratively with other employees; functions as a team player; and participates actively with his/her supervisor in improving job performance
    • Develops written communication of legislative activities to internal audiences
    • Assists in maintaining departmental data bases, legislative monitoring and management tools• Communicates with diverse groups, meets deadlines and schedules, sets priorities, works as part of a team, flexible to rapidly changing conditions and work efforts, makes quick and accurate decisions, works with multiple projects, deals with frequent interruptions and changing priorities, maintains strict confidentiality and effectively communicates with persons holding divergent positions
  • Corporate Political ContributionsResponsible for:
    • Oversees GuideWell’s political contribution process: Leads campaign and political committee entity verification, leads budget oversight, leads entire front-to-end corporate payables process, analyzing various political contribution activities, ensures corporate compliance of all applicable state laws and regulations.
    End-to-end administrative activities related to political contributions budgeting, processing and logistics
    • Works with Sr. Director, Government & Legislative Relations, to develop and implement corporate political contribution budget
    • Responsible for corporate compliance with state political contribution laws
  • Supports Implementation and Operational Activities
    • Provides ad hoc political subject matter expertise and guidance to project and operational teams
    • Maintains interfaces with project teams, business leads, and other business partners to coordinate political activities in support of business and policy goals

What You Must Have:
5+ years related work experience to include experience in health care policy, health insurance, health insurance sales, public-facing and/or related work experience

Related Bachelor’s degree required Health or public policy, Communications, Business, Public Health, Political Science, Law, Paralegal, economics, or related field

Additional Required Qualifications
5+ years in a role involving health care policy, health care insurance or related experience
Excellent analytical and organizational skills
Excellent verbal and written communication skills
Strong relationship building skills
Knowledge of the health insurance and/or health care industry

General Physical Demands
Sedentary work: Exerting up to 10 pounds of force occasionally to move objects. Jobs are sedentary if traversing activities are required only occasionally.

Physical/Environmental Activities
Must be able to travel to multiple locations for work (i.e. travel to attend meetings, events, conferences). Frequently May be exposed to outdoor weather conditions of cold, heat, wet, and humidity. Frequently Must be able to ascend and descend ladders, stairs, or other equipment.
