Manager, Federal Government Relations (Transportation)

The American Society of Civil Engineers (ASCE) is currently recruiting for a Manager, Federal Government Relations, who will represent ASCE on legislation and regulations affecting transportation and ports. This includes direct contact with members of Congress, their staff, officials of federal agencies, members and staff of allied organizations and other members of the Washington policy community. The Manager provides counsel and support to ASCE leadership and manages a policy committee.

We are looking for a detail-oriented, politically savvy person to join our team of professionals who serve as a leading voice on infrastructure issues on Capitol Hill. Using ASCE’s well-respected Report Card for America’s Infrastructure and drawing on the technical expertise of our 150,000 civil engineer members, our government affairs team raises awareness for the need to maintain and modernize the nation’s infrastructure.

Responsibilities include:

• Provides prompt effective responses in legislative and regulatory matters effecting civil engineers in the areas of transportation infrastructure, including roads and bridges, transit, rail, ports, and inland waterways..

• Drafts ASCE congressional testimony, letters, memos, public comments and policy statements to the President, top White House staff, federal agencies, and Members of Congress.

• Manages and coordinates ASCE participation in relevant public policy coalitions.

• Primary staff contact to Transportation Policy Committee.

• Manages ASCE policy on the appointment of civil engineers to senior federal policy positions and federal advisory commissions within the Executive Branch in the areas of transportation infrastructure.

• Coordinates leadership meetings between senior ASCE leadership and federal agencies, in particular the Department of Transportation and the U.S. Army Corps of Engineers.

• Coordinates Partnering Agreements between ASCE and federal agencies.

• Prepares agendas, minutes, and meeting arrangements for policy committee meetings.

• Maintains relevant Society Policy Documents.

• Writes regular articles for Government Relations weekly newsletter, Society publications and website.

The ideal candidate will have:

• Bachelor’s degree

• Minimum of 5 years of related policy or legislative experience

• Demonstrated success supporting multiple managers and deadlines

• Experience in a congressional, lobbying, association, or professional society a plus
