The Center on Budget and Policy Priorities is a nonpartisan research and policy institute. We pursue federal and state policies designed both to reduce poverty and inequality and to restore fiscal responsibility in equitable and effective ways. We apply our deep expertise in budget and tax issues and in programs and policies that help low-income people, to inform debates and achieve better policy outcomes. We have a national reputation for our unique capacity to blend rigorous, timely analyses with activities that enable policymakers in Washington and the states to make use of our work.

The Center is seeking a Manager of Government Affairs to join its fast-paced Government Affairs division to help advance the Center’s policy and legislative goals and communicate the Center’s research findings and policy recommendations to congressional policymakers and staff. The Manager of Government Affairs will help design and execute legislative work on a broad range of issues including fiscal policies and low-income and economic assistance programs. In addition, the person in this role may also support the work of the Senior Advisor and the Senior Vice President for Government Affairs on budget, tax, and health-related issues.


  • Represent the Center on the Hill and work with policymakers to promote CBPP policies and legislative priorities.
  • Strengthen the Center’s coalition efforts with national organizations and identify opportunities to work with other, more diverse groups and constituencies. Help represent the Center with various national partners and coalitions.
  • Draft legislative updates and other written materials, engage in public speaking, and provide strategic assistance and information to state organizations engaged in the debate around federal budget priorities and low-income issues.
  • Maintain close working relationships with Center policy experts and senior leaders to ensure effective communication and information-sharing in a rapidly changing environment.
  • Build and maintain excellent relationships with key congressional offices and caucuses and other external stakeholders.


  • Five or more years of experience with the federal legislative process, working either inside or outside government on legislative issues.
  • A commitment to the Center’s mission to improve the well-being of low- and moderate-income people and advance racial equity as part of the Center’s work.
  • Familiarity with the federal budget process and/or federal low-income programs.
  • Demonstrated ability to make sound strategic judgments, and in designing and implementing legislative strategies.
  • A proven ability to work in a fast-paced, highly collaborative environment as part of a team, managing multiple competing priorities and diverse stakeholders.
  • Excellent communication skills – both written and oral – with an outstanding ability to explain and discuss technical policy issues in clear, concise terms. Applicant must demonstrate strong writing skills and experience.

This position reports to the  Senior Advisor for Government Affairs

Terms of Employment: Full-time, exempt.
Bargaining Unit Status: This is a bargaining unit position.

Compensation: Salary commensurate with experience, excellent benefits, including generous health insurance options and dental coverage, life and long-term disability insurance, retirement, MERP, DCAP, and generous vacation, sick leave, and holiday schedules.
