General Motors’ Global Public Policy team supports the company’s growth goals and strategies by proactively addressing global policies and government affairs matters impacting the business. GM’s Global Public Policy team works to educate key government stakeholders and organizations on GM’s global activities and further the company’s business directives. Since GM’s operations encompass diverse markets with varying consumer needs, it is vital for the company to have a diverse and adept Global Public Policy team that can fully understand the international, comprehensive approach needed to engage the company’s key audiences.

Position Description

The Manager, International Government Relations, will be a key member of GM’s Global Public Policy team responsible for supporting the broad policy agenda of the company and the team’s efforts in addressing global policies and government affairs matters impacting the company. The Manager is a highly organized individual who will advocate for GM on multifaceted global issues as well as work with key global policy stakeholders such as U.S. government agencies who direct U.S. foreign policy; foreign government officials such as heads of state, foreign ministers, and ambassadors and their embassy staff; international trade groups; and other international policy bodies. The responsibilities of the Manager include, but are not limited to, the following:

  • Develops and executes global public policy and government relations strategy to achieve agreed upon business objectives;
  • Manages GM’s outreach with key U.S. and international government agencies and officials who focus on international trade, economic and commercial policies and regulations;
  • Ensures consistency of the company’s governmental affairs policies in coordination with regional and in-country business leaders and works closely with GM’s internal legal and communications teams to ensure alignment;
  • Plans and participates in strategic events with the diplomatic community and visiting foreign dignitaries;
  • Actively works with international business, industry, trade, and other policy organizations to build support for GM’s business environment;
  • Monitors the political and regulatory landscape for developments that impact GM’s international operations, and provides intelligence and recommendations to the company on policy issues that will inform and influence business decisions and strategies; and
  • Develops policy communications strategies, messaging, plans and briefing materials to support external engagement.

 Knowledge, Skills and Abilities

  • Demonstrated oral, written and interpersonal communication skills
  • Ability to develop and execute strategies to achieve business objectives
  • Ability to request and articulate company positions on public policy issues to internal and external audiences and stakeholders
  • Experience with U.S. government inter-agency interaction and / or industry trade associations
  • Knowledge and understanding of key policy issues of interest to the auto industry (e.g., economic competitiveness, trade policy impact, environmental issues, overall regulatory issues, vehicle safety issues)
  • Strong leadership skills including building relationships, influencing others, adaptability, and resolving conflict due to interaction with key stakeholders in various countries
  • Clear reputation for ethical conduct, integrity and confidentiality
  • Keen attention to detail, results driven, proactive, ability to develop new and creative ideas
  • Ability to think strategically and quickly analyze situations and implement an appropriate course of action
  • Proven work experience as a project manager with a successful project delivery record
  • Bachelor’s Degree required, with proven experience in government, public affairs, communications, or a related field
