The World Affairs Council of Dallas/Fort Worth has an opening on its dynamic team for a full-time Manager of International Protocol Services. This team member will be a key part of our international services team. This position works to fulfill the scope of services of the Council’s contracts with the cities of Dallas and Addison. This is the ultimate external-facing public diplomacy position interacting with local, national, and international government agencies and officials as well as local stakeholders and volunteers.

The applicant must be experienced in the art of protocol. This position requires a highly-skilled organizer and communicator who can manage multiple projects and deadlines. While this position is located in downtown Dallas, we offer a hybrid work schedule. 

Specific Responsibilities 

  • Provide support to the Mayor of Dallas’ international activities, including scheduling opportunities for the Mayor to deliver an international message, providing logistical support to visiting international trade and business delegations, creating briefing documents for the Mayor’s international meetings, and leveraging outside resources to offset operating expenses, including foreign travel.
  • Provide a high level of service to international dignitaries, including protocol and logistical support for international delegations visiting Dallas, and serving as the point of contact for diplomatic matters with the Consular Corps, the Office of the Texas Secretary of State, and the U.S. Department of State.
  • Strengthen the City’s ties to the Consuls General who are accredited to Dallas and seek to increase the number of trade offices and consulates represented in Dallas by engaging the Consular Corps to promote the region. Work with the Office of the Mayor, the diplomatic corps, and other international stakeholders to continue expanding trade and consular representation in Dallas.
  • Serve as a resource to City officials on matters of international protocol.
  • Develop fundraising initiatives to support activities described above.
  • International business development – Assist the Town of Addison in strengthening its international business focus, maintain and strengthen the Town’s relationship with former Spotlight countries, and assist Addison to develop strategy on marketing its airport to international businesses.
  • Work with the Council’s programs department to plan and co-host at least two forums/luncheons in and with the Town of Addison each year, focusing on international business/tourism/trade during the funding year.
  • Entrepreneur development – Promote the Addison TreeHouse as a regional entrepreneur resource center to international entrepreneurs/groups interested in the North Texas start-up community through the International Visitor Program.
  • Provide the Town of Addison with opportunities to participate in international events.
  • Cultivate and strengthen relationships with professional resources, the City of Dallas, the Town of Addison, and cooperating organizations.
  • Provide a link between Protocol Services and IVP to develop and include all of the resources available for programming and exchange experiences.
  • Work with the interns assigned to Protocol.

Required Skills & Experience

  • Familiarity with diplomatic and consular titles and functions. Cultural and political sensitivity when dealing with various constituents. Ability to maintain focus and remain calm in rapidly changing and stressful situations. Creative and fast paced, able to handle multiple simultaneous responsibilities.
  • Bachelor’s degree.
  • Professional appearance and conduct. Punctual and reliable and willing to work flexible hours. Ability to work well on a team.
  • Observant of and interested in the Dallas region’s international connections and communities.
  • Event planning experience. Strong organization and planning skills with attention to detail.
  • Excellent written and oral communication skills with editing and proofing abilities. Computer skills including: Microsoft Office Suite, Raiser’s Edge, and Adobe Photoshop a plus.
  • Understanding and passion for world affairs and current events.
