Manager of Legislative / Government Affairs and Advocacy
Job Description
The Manager of Legislative/Government Affairs and Advocacy provides leadership for public policy and advocacy work; serves as Empower Pharmacy’s legislative liaison and directs all legislative activities, providing guidance to senior leadership and internal subject matter expertise on legislative, advocacy and governmental policies and practices; builds relationships with elected officials at the local, state, and federal levels; monitors and analyzes policy; and organizes advocacy campaigns to protect and advance the rights of the pharmacy compounding industry.
Duties and Responsibilities
Public Policy Planning and Development
- Provide leadership for the Empower’s public policy and advocacy work, working collaboratively with —and organizing, and mobilizing — Empower’s senior staff, industry partners, lobbying associations
- Plan, develop, implement, and evaluate legislative strategies to advance Empower’s policy initiatives, including drafting legislation and policy documents, conducting research and basic data analysis, writing and presenting, and integrating cross-functional feedback
- Implement the public policy agenda, develop strategies and negotiate solutions for policy issues that are important to Empower and the compounding industry as appropriate
- Research, monitor, analyze and respond to federal, state and local issues that affect policies within the set agenda, including advising on “hot topics” or issues of concern
- Draft testimony and position papers on state and federal policy issues when appropriate
- Organize and engage members, stakeholders, and policy makers in public policy efforts on the policy agenda, constantly looking to build community
- Create and manage systems to track information about key issues and policymakers
Public Policy & Communications
- Collaborate with communications staff to manage and produce web content, electronic policy updates, legislative alerts, position statements and research reports for members and other key stakeholders
- Educate legislators and other policymakers regarding the scope and impact of pharmacy compounding and policy issues affecting Empower’s ability to demonstrate success in improving patient access to appropriate medications
- Organize and lead regular Policy Advisory Calls with Empower Leadership staff
- Build and maintain relationships with partner organizations, coalitions, foundations and associations to advance policy goals
- Build and maintain relationships with elected officials, their representatives and staff, as well as Governor’s Office and state agency staff
- Respond to requests for information from leadership, policymakers and stakeholders
- Work on special projects throughout the year
- Represent the organization at events, which may include some travel throughout Texas
Knowledge and Skills
- Knowledge DQSA and state compounding regulations
- Experience with Salesforce and or equivalent data management systems
- Experience with data analysis tools
Experience and Qualifications
- Bachelor’s Degree in related field
- Minimum four (4) years of related experience in progressively more responsible and complex roles in public policy advocacy or equivalent experience in a related field
- Ability to travel
- Public speaking and presentation skills, as well as strong written communication skills
- Proven planning and analytical skills to evaluate complex situations and recommend next steps/solutions
- Strong computer skills, including proficiency in Microsoft Office
