This position leads year-round state-level government affairs efforts in Minnesota. The Manager of State Affairs will identify, pursue and communicate state policy initiatives consistent with the Association’s mission through the drafting of legislation and regulations, and lobbying of the Minnesota Legislature and Executive Branch.
Essential functions and responsibilities include, but are not limited to:
- Develop and implement strategies and tactics to advance our public policy priorities at the state level in coordination with MN-ND Chapter and national public policy teams.
- Serve as a registered lobbyist to initiate, support, amend and/or defend public policies (legislative, regulatory or budget action). As needed, oppose public policies that may harm constituents.
- Build and maintain relationships with state elected/appointed officials and their staff, including committee, caucus and agency staff, as well as with community stakeholders and partner organizations.
- Clearly communicate Association policy priorities, verbally and written, consistent with strategic plan to various audiences, including internal (staff, board) and external (volunteer advocates, elected officials/staff, community stakeholders and partner organizations) audiences.
- Provide key updates on legislative and regulatory activities related to Association priorities in the state to the chapter board, staff and volunteer advocates.
- Assist as needed in state-level advocacy activities, including identifying various grassroots advocacy opportunities for volunteers, planning and implementation of Alzheimer’s Advocacy Day at the state capitol.
- Support all pillars of the organization to advance our mission as requested by leadership: care and support, concern and awareness, research, fund development, and diversity and inclusion, including seeking opportunities to collaborate with them in our policy work.
- Comply with all regulatory and internal compliance requirements.
- Promote the Alzheimer’s Impact Movement and related federal advocacy activities.
- Bachelor’s degree or equivalent work experience.
- At least 5 to 7 years experience in state-level legislative, regulatory, and budget process in Minnesota.
- Existing contacts within the state legislature and executive branch, and with potential partners and collaborators.
- Experience with state health and human services departments, programs and services.
Knowledge, Skills and Abilities:
- Familiarity with health and human services programs, particularly an understanding of Medicaid or other programs related to aging and long-term services and supports.
- Familiarity of Alzheimer’s disease and other dementias or caregiving preferred.
- Understanding of public health preferred.
- Excellent written and oral communications skills.
- Ability to anticipate, identify, organize, and analyze public policy opportunities.
- Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
- Sound judgement and political acumen.
- Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.
- Possess valid driver’s license, good driving record, access to reliable vehicle and proof of automobile insurance.
- Ability/willingness to travel to/from Edina office to St. Paul Capitol, as well as periodic travel across state and to Washington DC (30%).
- Familiarity with computer hardware and software systems, preferably using Microsoft Office and Google Suite.
