JOB TITLE: Manager, State and Local Government Affairs
(This position reports to the Director of Government Affairs)
The ASHRAE Manager of State and Local Government Affairs will track, monitor, and report on state and local legislative, regulatory, and policy issues affecting ASHRAE’s constituents. This individual will be responsible for preparing summaries of these issues for ASHRAE members and other audiences, drafting statements and other supporting information that could be used for education and advocacy purposes (e.g., letters, testimony, fact sheets, talking points, presentations). In addition, this position will be responsible for coordinating with ASHRAE volunteer members, and assisting members in promoting the adoption of ASHRAE standards in their respective communities and encouraging the advancement of public policies in alignment with official ASHRAE policy priorities.
- Research, track, and monitor the activities of state and local legislative and regulatory bodies concerning their impact on ASHRAE members and the Society’s interest, as well as those of pertinent non-government organizations (e.g., ICC, NASEO), and prepare regular updates for members and staff.
- Maintain knowledge of industry issues involving state and local adoption of relevant codes and standards.
- Manage ASHRAE’s participation in relevant stakeholder coalitions that abet and leverage ASHRAE’s public policy missions at the state and local levels of government. When appropriate, establish and lead such coalitions to address specific gaps in ASHRAE’s public policy coverage.
- Serve as staff liaison for assigned subcommittees of ASHRAE’s Government Affairs Committee (GAC), which entails administrative, communications, and advisory duties, including, but not limited to the activities listed below. In carrying out these responsibilities, some travel will be required.- Composing minutes of subcommittee meetings for committee member review, correction, and approval.
– Assisting subcommittee leadership in the development of meeting agenda.
– Assisting subcommittee leadership in developing reports.
– Advising subcommittee members on strategic grassroots government matters, as appropriate.
– Managing subcommittee records, including, but not limited to, financial and accounting documents; committee members’ requests for reimbursement; and committee proceedings and other materials specific to the committee.
– Tracking Presidential Award of Excellence (PAOE) point allocations as reported by GAC Regional Vice Chairs (RVCs) and chapter GAC chairs.
– Managing the Government Activities Award program.
– Managing Government Outreach Day events at the state and local levels, and preparing, training, and supporting members to carry out these events.
– Disseminating inquiries about GAC to the appropriate RVC, chapter, chair, or the Society-level GAC, as appropriate.
- Provide support for the operations of the Government Affairs Office, including, but not limited to:
– Establishing and maintaining open and transparent lines of communication with ASHRAE headquarters staff in all program areas.
– Assisting in the organization of regional, chapter, and section meetings and training sessions, when appropriate.
- Perform other duties as requested, required, and appropriate.
EDUCATION AND JOB RELATED EXPERIENCE
A bachelor’s degree from an accredited university is required. The best candidates will have the following:
- Excellent writing and communication skills.
- A well-grounded understanding of public policy and political processes.
- Professional experience in working with professional societies, associations or other volunteer organizations, and working with volunteer members in these organizations.
- Experience in working with state and local governments.
- Knowledge of the standards development process, and state and local building codes.
- A familiarity with technology-related concepts and with public policy issues of interest to ASHRAE.
- A proven record of accomplishment in communicating complex information in understandable terms to non-policy experts.
