Managing Director – External Affairs
The Managing Director of External Affairs performs functions for the entire organization, which include responsibility for economic development, legislative affairs, and rates and regulatory affairs.
Develop, implement, and maintain both long-term and short-term strategic plans to meet the overall goals and objectives of the Cooperative as established by the President and Board of Directors.
Design, coordinate, assist, monitor, and adjust annual operational and capital budgets, in order to tailor them toward strategically achieving overall goals and objectives.
Bachelor’s degree or equivalent (extensive related professional experience, is acceptable for consideration for this position) in business administration, accounting, finance, public policy, or related curriculum is required.
Master’s degree in Business Administration, Public Policy or similar curriculum is preferred. Must complete at least 1 professional development activity annually.
The candidate is required to have 8 to 10 years of progressively responsible direct or indirect experience in rates, regulatory affairs, legislative affairs, and economic development.
Must have extensive experience communicating / presenting information verbally or in writing to regulators, legislators, or other public officials.
Experience with an electric utility, preferably a cooperative is highly desirable. Experience should include preparing rate applications, testifying, member services processes, planning and program development, budget analysis, human resources administration.
Must have comprehensive understanding of the State and Federal legislative processes and how they relate to the Virginia State Corporation Commission jurisdiction and authority, as well as other regulatory agencies.
Must have specific knowledge of rate design and cost of service processes.
In addition, the candidate must have general working knowledge of economic development and more specifically about Virginia’s local, regional and statewide approach to economic development.
Must understand current and proposed laws and regulations that affect the electric business specific to the Cooperative.
Must have a good working knowledge of the Cooperative’s rates, Terms and Conditions, and Bylaws so that a clear explanation of each can be communicated to others.
There is an expectation that the person holding this position will continuously pursue opportunities for individual professional development through training, course work, and avail themselves of the Cooperative’s education reimbursement program.
Must have demonstrated management and leadership abilities. Must be able to communicate effectively both inside and outside of the organization.
Must be able to work collaboratively with peer leaders of other functional areas. Must be a strategic planner with the ability to oversee and coordinate the implementation of plans.
Must possess ability to address public gatherings of various sizes. Must be able to communicate skillfully both verbally and in writing and interact effectively with Cooperative personnel and individuals external to the organization.
Perform other duties as assigned.
Managerial responsibility will include the oversight of external affairs duties for all REC locations. Must possess a current Virginia driver’s license.
The regular reporting office location will be at the Fredericksburg office, with frequent trips to the Culpeper, Bowling Green and Blue Ridge regional offices.
Travel to ODEC and VMDAEC offices is frequent for work assignments. Visits to the State Corporation Commission, Legislators and Local Government are made as needed.
Attendance at community and organization events will be needed. Some out-of-town travel will be required. Note : Remote work / telework options will be considered for this opportunity.
