Role Description/Responsibilities:
The individual will conduct measurement and evaluation work for the Office of Research, assisting campaigns and stakeholders determine the appropriate budget and scale of evaluation activities. They will be responsible for developing, implementing, analyzing and reporting on measurement and evaluation plans, indicators, and assessments for communications work (such as talking points, messaging, content, advertising, or full-fledged campaigns).

This individual should have experience implementing standard approaches to measurement and evaluation for communications programs, including: RCTs and focus groups for content testing; difference in differences to compare treated and non-treated groups; multiple measures approaches. They should have excellent research and data collection methodology skills and be able to design measurement and evaluation plans, frameworks, and logic models for robust communications efforts across multiple channels and target audiences.

Minimum Skills:
3+ years: Evaluation & Impact Research; Implementing measurement frameworks and logic models; Measurement and evaluation plans for communications

Required Qualifications:
At least a Masters (Public Policy, focused on research methods, applied research methods)
3+ years experience in: designing, implementing, analyzing and reporting on evaluation and impact research; R data analysis skills preferred; designing and implementing measurement frameworks and logic models; experience designing and implementing measurement and evaluation plans that consider both outputs and outcomes; experience managing a measurement and evaluation process with multiple moving parts and stakeholders

Preferred Qualifications:
International work experience

Soft Skills:
Should be adaptable, self-driven, be able to work collaboratively, comfortable in a fast-paced environment, strong oral and written communication skills

Government Requirements:
1. Current and active Tier 1 Clearance
2. Candidate must be U.S. Citizen (no dual citizenship)
3. Must complete a Background investigation prior to start of work
