JOB SUMMARY

Represents the company and implements the day-to-day lobbying and associated activities before each assigned State Legislature, Executive Office and various state agencies. Develops and maintains strong relationships with legislators, staff members, Executive Office officials and staff and state department personnel in support of the company’s strategic objectives.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assists in the development and advocacy of company policy positions for members of the Legislature with a focus on the energy, natural resources and business committees; develops relationships with majority and minority leadership in the House and Senate; identifies key stakeholders on legislation affecting the company, including proponents and opponents; coordinates educational meetings, workshops and seminars for members and staff of relevant House and Senate committees and leadership; gathers intelligence to inform internal policy formation and strategic decision-making to promote the company’s legislative objectives.
  • Serves as a company advocate before state agencies on key policy issues; develops strong working relationships with Executive Offices and staff and educates on issues affecting the company; identifies opportunities to participate in Executive work groups, councils and committees.
  • Monitors, tracks, reviews and circulates bills introduced in the state legislature to company stakeholders to identify impact on the company’s ability to pursue its strategic objectives; communicates with internal leadership to solicit guidance and feedback on state legislative issues and activities.
  • Hosts internal cross-functional team meetings and calls to support, coordinate and communicate state legislative activity.
  • Assists with state PAC activities including developing a budget for candidate and member contributions from the company’s PAC or corporate sources as permitted, track expenditures and become familiar with the contribution and reporting requirements for each assigned state; works with legal counsel to ensure corporate compliance.
  • Assists with the annual company PAC solicitation and with PAC-supported events.
  • Interacts with internal and external sources to draft legislation and amendments; identifies company supporters and possible coalition/alliance members to support legislative solutions; prepares for and participates in legislative committee meetings and work groups.
  • Coordinates closely with the company’s state regulatory managers and federal affairs lobbyists and staff to support mutual state and federal strategies.
  • Directs activities for contract lobbyists including lobbying assignments, approval of communication messages and materials, collection of political intelligence and feedback.
  • Monitor, coordinate and engage with contract lobbyists on issues impacting ITC in Iowa, Minnesota, Illinois and Wisconsin.
  • Coordinate with other ITC state government affairs leads on impactful issues to ITC.
  • Attends and participates in public policy forums on energy issues including those sponsored by state chamber of commerce, manufacturer’s associations, the Council of State Governments and others.

REQUIREMENTS

  • Bachelor’s degree or relevant, equivalent experience and/or education.
  • Minimum of seven (7) years of legislative experience (e.g. lobbyist, legislative assistant, or legislative director).
  • Strong working knowledge of the state legislative processes.
  • Strong written and verbal communication skills with the ability to develop written testimony, power point presentations and one-page documents succinctly explaining a position or process to those with minimal background or knowledge on the subject.
  • Strong organizational skills to manage multiple tasks and internal and external stakeholders simultaneously.
  • Exceptional networking and relationship-building skills.
  • Strong team building skills and ability to work as a team player.
  • Ability to learn, understand and explain complex issues.
  • Ability to function independently in a satellite office while working cooperatively in cross-functional teams within the company.
  • Ability to work outside of normal business hours and participate in events on behalf of the company.
  • Ability to interact professionally and in a bi-partisan manner with external stakeholder’s while being respectful of different opinions.
  • Must register as a state lobbyist where required; maintain records related to state lobbying and complete and file required state reports for the lobbyist and the company; must abide by all applicable ethics and disclosure rules/laws.
  • Ability to travel a minimum of three to four times per month during legislative sessions and two times per month at other times, locally and regionally, with overnight stays required.
  • Applicants must be authorized to work in the United States for any employer. ITC does not sponsor employment visas, such as H-1B or TN visas.
