The Government Performance Portfolio within Program
Pew’s government performance work identifies and advances effective approaches to help solve complex challenges at all levels of government in the United States.
The portfolio’s work can be traced back to our founders’ early efforts to improve the lives of Americans by supporting efforts that promoted health, civic engagement, and democratic ideals. Today, we conduct research on emerging topics, develop data-driven reports, and highlight innovative approaches in addressing complex problems at the federal, state, and local levels. Current initiatives focus on health and human services, government management and budget, family economic stability, and safety and justice.
Our teams explore and advance effective policy reforms using credible, timely, and accessible research, assessing public support for change, identifying approaches that have proved successful elsewhere, and bringing together diverse perspectives to find common ground. In addition, our teams use strategic outreach and dissemination to ensure that good information is widely communicated to decision-makers, media, influential stakeholders, and the public.
The state fiscal health project helps states advance sound, data-driven policies and practices that build fiscally well-managed states.
The project: 1) conducts independent and nonpartisan research that documents states’ fiscal and economic challenges and opportunities to address them; 2) provides targeted technical assistance that helps state and local policymakers design and execute policies that improve their governments’ long-term fiscal health; 3) designs and promotes fiscal management models and tools that help state and local government officials evaluate policy options; and 4) supports networks and seminars that engage and educate key stakeholders.
As part of a team, the officer researches and analyzes state fiscal policy issues including long-term revenue and spending trends, emerging issues in state tax policy, strategies to achieve long-term structural budgets, and best fiscal and economic practices for state and local budgets. The officer provides state and local officials with technical assistance on effective policies and practices. This position requires self-directed work and a significant amount of creative thinking and initiative. The ideal candidate has exceptionally strong people, communication, and organizational skills.
This position reports to the senior manager, fiscal and economic policy, state fiscal health, is based in Pew’s Washington DC office, and it is eligible for up to 60% telework. The officer works closely with all members of the fiscal policy team as well as other Pew colleagues in communications, research, government relations, and other areas. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Under the guidance of the senior manager:
- Work with project leadership to develop, refine, and implement the project’s strategy and tactics to improve how states manage long-term liabilities, address emerging fiscal challenges, and achieve long-term fiscal stability.
- Serve as a lead researcher with the team’s long-term budgeting and stress testing work and provide technical assistance to states on how to improve forecasting methodologies and stress test scenarios.
- Analyze long-term budgets and budget stress tests using mathematical models and statistical techniques and make recommendations to improve these long-term analyses.
- Help lead the team’s development of original content through qualitative research, data analysis, writing, and editing. Assist in generating research products, technical assistance memoranda, testimony, and state-specific presentations that are easily understood by a wide range of stakeholders.
- Develop, execute, and author products, including research reports, factsheets, issue briefs, and presentations.
- Coordinate and manage research and writing efforts that may include multiple staff members from across the project.
- Identify and cultivate strategic relationships with policymakers, stakeholders, organizations, and vendors to advance the project’s objectives and expertise.
- Serve as an expert on fiscal and economic policy issues before key audiences and the media, including serving as a spokesperson for the team’s work.
- Work collaboratively within the state fiscal health project, the government performance portfolio, and across the institution to advance institutional priorities.
- Cultivate and maintain a broad knowledge of issues related to state and local fiscal policy, and research methodologies and practices. Participate in conferences, seminars, and other professional development activities to keep current in areas of focus.
- Bachelor’s degree or equivalent experience is required along with a minimum of eight years of applicable experience in the field gained through professional education, training and professional experience, including demonstrated research, analytical and writing skills and previous experience implementing complex projects aimed at informing and advancing effective public policy.
- Knowledge of public finance and experience with policy development along with previous experience working with state or local governments, or in an executive budget or legislative analyst office setting, is desirable.
- Experience synthesizing and summarizing large amounts of information, focusing quickly on the essence of an issue, as well as identifying, understanding and integrating different policy perspectives.
- Experience writing clear and cogent materials that synthesize complex policy issues for internal audiences, policymakers, the media and the public with a non-partisan perspective and approach.
- Experience collaborating with stakeholders in government, academia, and non-profits.
- Ability to think strategically, critically, and creatively; juggle multiple priorities; adjust to changing circumstances; organize time efficiently; remain attentive to details; and identify resources for projects.
- Strong systems skills including Microsoft Office products required; database and online research applications preferred.
- Proficiency with Stata or other statistical software preferred.
- Experience working professionally and collegially within a team and with external partners.
- Demonstrated time and project management skills, including the ability to meet multiple deadlines by maintaining a high level of organization. Ability to set priorities and identify resources.
Occasional overnight travel for meetings and conferences may be required.
