The Policy Advisor position is on the immediate S/SECI staff and the incumbent reports to the Deputy Special Presidential Envoy and the efforts to strengthen the coalition and implement the President’s strategy to degrade and defeat the Islamic State in Iraq and Syria (ISIS). This initiative is the highest foreign policy priority of the President and U.S. government and requires a Policy Advisor who can combine an understanding of governmental processes and State Department operations, with a comprehensive understanding of the region’s historical and political context as well as U.S. policy goals.
- Coordinate U.S. diplomatic engagement with Coalition partners to promote global and regional efforts to degrade and ultimately defeat ISIS. Coordinate with Department, interagency and Coalition partners to improve operational effectiveness of the Coalition, enhance Coalition interactions and reinforce Coalition unity.
- Support bilateral and multilateral engagements involving members of the Coalition with the Secretary, S/SECI, and other Department principals.
- Act as a liaison in the Department with Bureau desks, overseas posts, and interagency colleagues on matters relevant to development programs, initiatives, and assistance. The incumbent will coordinate with a variety of working groups, offices, bureaus and individuals both within and outside the Department to ensure that S/SECI is properly informed of other office and principals’ activities as it relates to ISIS and the Coalition to Defeat ISIS. In addition, the incumbent will work with the Intelligence Community, DOD, law enforcement and other agencies to coordinate the message and policy and provide information from S/SECI. This ensures cohesive national policy and keeps all USG contributors to the coalition unified.
- In coordination with the relevant regional and functional bureaus, advise the Office Director and Deputy Director on special projects in his area of responsibility.
- Support the organization and conduct of Coalition conferences and meetings, as assigned. Take on other tasks and projects as assigned.
- Draft and coordinate briefing papers, including briefing checklists, information memoranda, annotated agendas, cables, congressional testimony, call sheets, talking points, press guidance, and correspondence, for the Special Envoy, Deputy Special Envoy, Assistant Secretaries, Under Secretaries, Deputy Secretaries and Secretary related to the current Defeat ISIS strategy, coalition partners and their contributions and political climate, current events, and historical context as it relates to Defeat ISIS.
- Accompany the SECI leadership on regional travel when required. While traveling, the incumbent will arrange meetings, coordinate with Embassy contacts, meet with foreign government officials, and serve as note taker during meetings between the Special Envoy and heads of foreign governments. The incumbent will prepare written meeting readouts, often in cable form, for a wide audience, including the Secretary and National Security Staff. A very high level of regional understanding related to the current conflict is necessary to ensure nuance is accurately articulated and only the most relevant information is reported.
- Current TS/SCI Clearance.
- BA Degree.
- Minimum of 3 years of experience working at the State Department.
- 5 years of experience within a US Foreign Policy position.
- 5 years of relatable experience drafting and coordinating:

- briefing checklists

- annotated agendas
- congressional testimony
- call sheets
- talking points
- press guidance
- Must have a valid US Passport and ability to travel approximately 25% if needed (some overseas travel will be required).
