Position Description

The Policy and Advocacy Coordinator supports InterAction’s overall advocacy program and leads the InterAction coalition focused on water, sanitation, and hygiene (WASH) policy and advocacy. This work is designed to leverage a broad coalition of international non-governmental organizations (INGOs) and civil society organizations (CSOs) to preserve U.S. official development assistance and the prioritization of development and humanitarian issues, including a focus in water, sanitation, and hygiene programs.

This position resides within InterAction’s Public Policy Team, reports to the Senior Manager for Policy and Advocacy, and collaborates with the Public Policy Team’s staff. This individual will spearhead InterAction’s advocacy engagement around water, sanitation and hygiene programs, coordinate activities and support the overall management of InterAction’s Public Policy Committee system and help draw connections across related sector advocacy efforts. This work includes InterAction Working Groups and related advocacy/policy coordination, managing, writing, and editing materials for Policy Team publications, and representing InterAction in various forums.

This is a full-time position based in Washington DC. Due to COVID-19, all staff are currently working remotely and following InterAction’s COVID-19 policies. InterAction aims to have staff transition back to the Washington, DC office in mid-fall. Telework options and hybrid schedules will be available.

KEY RESPONSIBILITIES

 Water, Sanitation, and Hygiene (WASH) advocacy coordination (50%)

·      Manage InterAction’s WASH working group and advocacy efforts, including (but not limited to) facilitating monthly meetings; establishing and maintaining working relationships with working group members; building consensus around advocacy strategy and common messaging; tracking, analyzing and reporting on pertinent policy and legislative developments; and leading advocacy activities such as Hill meetings, events, policy briefs, and sign-on letters.

·      Coordinate and support activities in conjunction with the Congressional International Water and Sanitation Caucus and other key Congressional WASH champions, including Caucus member recruitment and engagement, event organization, and relevant legislative and policy engagement.

·      Build and maintain relationships with members of the administration (particularly in the Bureau for Resilience and Food Security and Center for Water Security, Sanitation, and Hygiene), Congress (WASH champions), and strategic partners.

·      Manage WASH grants and proposals, reporting on deliverables, and donor relationships.

·      Write blogs and coordinate relevant social media to highlight events, advocacy days, etc.

·      Represent InterAction at other coalition meetings and WASH-related forums.

Public Policy Committee System (PPCS) engagement and support (35%)

·      Support the Director of Public Policy and Government Affairs with the management of the Public Policy Committee’s Policy Advisory Committee and Steering Committee.

·      Coordinate PPCS strategy development and monitoring and evaluation, and track progress and maintain accountability towards collective PPCS goals, using tools like Airtable, Salesforce, BGOV, and other information systems

·      Apply systems thinking across the PPCS to ensure effectiveness, diverse engagement, and coordination across the system in coordination with the Public Policy Team and PPC Steering Committee.

·      Facilitate the annual Congressional champion mapping process across the PPCS and in coordination with other coalitions and sector groups.

·      Manage publication and rollout of key advocacy materials. Contribute to writing and editing of Public Policy Committee System (PPCS) documents.

·      Participate and contribute in PPCS meetings, including relevant Working Groups.

Other activities (15%)

·      Contribute to InterAction-wide efforts, such as the annual Forum.

·      Serve as liaison with InterAction’s Communications team, drafting initial versions of advocacy/policy press statements, blogs, etc.

·      Engage with other InterAction teams on areas of overlap.

Qualifications Required:

·      At least 3 years of work experience in an office setting;

·      Work experience on Capitol Hill and/or legislative advocacy for a non-profit organization, association, or US federal agency;

·      Understanding of how WASH programming fits within the national security and development sectors;

·      Strong strategic and systems thinking skills;

·      Understanding of the legislative and appropriations processes and ability to work constructively on a bipartisan basis;

·      Strong interpersonal skills and ability to manage relationships with InterAction members, partners and other external stakeholders;

·      Facilitation and coalition-building skills, as well as demonstrated experience managing or working with multi-partner initiatives;

·      Excellent verbal and written communications skills, with an ability to effectively communicate on technical or complex topics to non-experts as well as to experts;

·      Excellent organizational skills, including proficiency with Microsoft Office and abilities to effectively manage data, communications and work products while keeping track of varied information with ease and efficiency;

·      Ability to work well and contribute effectively under pressure and in response to rapidly changing needs;

·      Highly motivated team player;

·      Demonstrated commitment to InterAction’s core values and mission.

Qualifications highly valued:

·      Bachelor’s degree in international affairs/relations, public policy, international development, economics, or a related field;

·      A Master’s degree in international affairs/relations, public policy, international development, economics or a related field;

·      Interest or experience working in WASH programs;

·      Experience working in other international development sectors such as climate, food security, gender, nutrition, etc.

·      Project management experience;

·      Monitoring and evaluation experience;

·      Strategic planning experience;

·      Facilitation and coalition building experience;

·      Donor relations and grant management experience;

·      Demonstrated experience producing research products and other written materials.

·      Familiarity with Airtable, BGOV or other database tools

SALARY & BENEFITS

The salary range for this position is $55,000 – 60,000 annually and excellent benefits package.
