BASIC FUNCTION:

The American Public Transportation Association is seeking is a highly motivated individual with an interest in and passion for public transportation and transportation policy. The key responsibility of this position is to assist APTA in data collection, analysis, research, and writing on issues impacting the public transportation sector, including new technologies and business models shaping the mobility landscape. As Policy Analyst, you will help tell the public transportation and mobility stories of our communities. The individual reports directly to the Director, Development & Research.

DUTIES AND RESPONSIBILITIES:

Specific duties and responsibilities may include but are not limited to the following:

  • Researching and developing research briefs, issue briefs, surveys, proposals, position papers, testimony, and other materials as needed by the association;
  • Working in a team setting to develop and execute strategies to advance APTA’s legislative priorities;
  • Analyzing and writing on the policy impacts of proposed legislation and regulations;
  • Maintaining a portfolio of policy issue areas as assigned, including daily monitoring of media reports, research conducted or underway by academia, consultancies, government agencies, other associations, and any additional sources necessary;
  • In concert with the Director, Development & Research, developing a long-term strategic vision for collecting and applying industry data, including the monetization of agency data and possible privacy concerns;
  • Planning and executing data collection, and analyzing and interpreting numerical data from studies, surveys, and other sources and developing specific, reader-friendly products for the public transportation industry, elected officials, and the general public;
  • Reviewing information from a wide range of sources and synthesizing that information to determine industry impacts;
  • Maintaining effective verbal and written communications skills;
  • Communicating regularly with the Director, Development & Research, and other staff to ensure information flow and adherence to goals, policies, budgets, and timelines;
  • Submitting verbal and written reports in an accurate and timely manner as required in a fast-paced environment;
  • Responding to written, telephone, and electronic requests for public transit information and tracking these requests to better understand data needs;
  • Maintaining a presence in the research community by authoring blog posts, magazine articles, and journal-worthy pieces as well as speaking at events;
  • Planning and participating in policy-focused meetings of high-ranking government officials, advocates, and national experts; and
  • Other duties as assigned.

MEASURES OF ACCOUNTABILITY:

  • Extent to which assignments are carried out in a timely and comprehensive manner;
  • Extent to which written work products (e.g., briefs, reports, testimony, and letters) are accurate, timely, and effectively prepared;
  • Degree of discernible mastery of assigned policy areas; and
  • Proven thought-leadership, by providing timely, well-received reports that promote the industry as well as the association.

QUALIFICATIONS:

The Policy Analyst will have a bachelor’s degree in public policy, economics, transportation policy or a related field. A master’s degree in a related field is considered a plus. Specific work experience in transportation policy or public policy research and analysis is preferred. Excellent writing, communications, and interpersonal skills, including maturity and ability to work independently and in a team setting, and the ability to prioritize projects and manage multiple deadlines are required. The Policy Analyst must also be able to travel to and participate in assigned conferences and meetings.

The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Performance of duties requires the use of hands and fingers to handle or feel. The job frequently requires ability to stand, walk, sit, reach with hands and arms, and talk or hear. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
