In this role you will

  • Track regulatory developments and contribute to Vanguard’s advocacy efforts on a broad range of policy matters (e.g., proposed rules and guidance).
  • Prepare collateral (e.g., talking points, briefing materials, and leave-behinds) for policymaker engagements.
  • Work with trade association partners to understand their approach and position on areas of focus.
  • Partner with subject matter experts across Vanguard to research policy questions and ensure that Vanguard takes a data-driven approach to advocacy.
  • Establish and maintain a repository of Vanguard’s global public policy positions
  • Learn the US policy process and the legal framework that governs Vanguard’s activities.

Key Focus

Engagement coordination

  • Develop collateral for policy maker engagements including biographies of policy makers, areas of focus from recent speeches and commentary, and Vanguard positioning on key topics.
  • Partner with Global Public Policy Group colleagues for additional intelligence that would be relevant to the meeting.
  • Make connections across policy maker official engagements to identify themes and areas of focus.
  • Coordinate Vanguard’s participation in trade associations, ensure that the right crew participate on trade association committees, prepare briefing materials for senior leaders’ participation in trade association meetings

Policy Tracking

  • Stay abreast of policy developments by monitoring news feeds, agency websites, and other sources
  • Inform internal stakeholders of policy developments and action plans.
  • Contribute to the Global Public Policy team’s internal tracking of policy developments and meetings; design metrics to measure and track value.
  • Partner with internal SMEs across Global Public Policy, Legal, and Compliance to assess impacts of potential policy and regulatory actions and develop advocacy strategies.
  • Coordinate with international colleagues on policy matters that have global reach.
  • Establish and maintain a repository of global public policy positions.

Core Responsibilities

  • Conducts and supports research and analysis related to policy developments affecting Vanguard. Drafts preliminary verbal or written reports, talking points, position papers, and meeting materials for assigned issues.
  • Supports the development of Vanguard’s policy priorities, policy roadmap, and agenda.
  • Engages with federal financial regulatory bodies such as the SEC, FINRA, Federal Reserve, and other trade associations to build a network and represent Vanguard’s regulatory agenda.
  • Prepares drafts of meeting materials and submissions.
  • Supports the effective and timely communication of policy developments affecting various businesses and other stakeholders.
  • Begins to develop expertise and stays abreast of policy developments. Supports the effective and timely communication with the business and other stakeholders.
  • Participate in special projects and performs other duties as assigned, to enhance the efforts of the Global Public Policy team.

Qualifications

  • Minimum of five years related work experience.
  • Undergraduate degree or equivalent combination of training and experience.
