The Bail Project is a national nonprofit that combats mass incarceration by paying bail for people in need, enabling them to return home to their families and communities while awaiting court dates. Once a client is released on bail, we provide them court reminders, transportation assistance, and voluntary referrals for support resuming their lives. We call this model Community Release with Support. We seek to secure freedom for an unprecedented number of people—and have already bailed out over 10,000 people—while pursuing advocacy to dismantle racially biased, wealth-based pretrial detention. We’re a community of advocates committed to ending mass incarceration and advancing racial and economic justice. Our organization is comprised of a central support team in Los Angeles, CA and a network of client advocates or “Bail Disruptors” who work in their local communities to provide bail assistance and advance reform. The Policy Counsel will be a part of our growing Legal/Policy Department and will report directly to the Legal and Policy Director. The department is part of the central support team in Los Angeles but it currently operates remotely so there is some flexibility around location.
- Engage in legislative and non-litigation advocacy, including working to promote local and state legislation and ballot measures, urging key decisionmakers and stakeholders to advance systemic change, and providing support and assistance to local advocates, organizers, and coalitions.
- Assess and develop opportunities for advocacy by conducting factual and legal analysis.
- Work closely with teams at local sites to provide legal and policy analysis.
- Plan and contribute to advocacy campaigns, prepare advocacy materials, local and state advocacy letters as part of campaigns, public testimony, and public education resources.
- Strengthen relationships with local and national allies, and develop relationships with potential allies and partners.
- Travel to bail fund sites to collaborate with local stakeholders and advance systems change.
- Identify and support the development of potential high-impact litigation cases based on the experiences of The Bail Project’s clients.
- Other non-litigation advocacy responsibilities may include: public speaking, media interviews, and writing op-eds.
- Track all lobbying activity and expenses and maintain appropriate documentation.
- JD with five years of policy or legal experience preferred; responsibilities will be adjusted based on experience.
- Significant experience working to dismantle mass incarceration, ideally related to decarceration, bail reform, and/or pretrial reform.
- Knowledge of legislative advocacy, coalition building, and issue advocacy.
- Demonstrated skill and comfort in identifying and building relationships with diverse audiences (e.g., community organizers, community members, local stakeholders, coalition partners, public officials).
- Ability to meet quick deadlines, work with efficiency, and execute multiple tasks while responding to different priorities.
- Strong verbal and written communications skills, including the capacity to articulate legal concepts and complex issues to a variety of audiences.
- Applicants must be willing to work in a collaborative, entrepreneurial, team-based environment and possess an innovative spirit, sense of humor, and willingness to adapt to the change inherent in a growing organization.
- Commitment to approaching the work through a racial justice and equity lens.
- Ability and willingness to travel (if and when it is safe to do so).
