Policy Director, Audubon Mid-Atlantic
Now in its second century, Audubon is dedicated to protecting birds and other wildlife and the habitat that supports them. Audubon’s mission is engaging people in bird conservation on a hemispheric scale through science, policy, education and on-the-ground conservation action. By mobilizing and aligning its network of Chapters, Centers, State and Important Bird Area programs in the four major migratory flyways in the Americas, the organization will bring the full power of Audubon to bear on protecting common and threatened bird species and the critical habitat they need to survive. And as part of BirdLife International, Audubon will join people in over 100 in-country organizations all working to protect a network of Important Bird Areas around the world, leveraging the impact of actions they take at a local level. What defines Audubon’s unique value is a powerful grassroots network of approximately 450 local chapters, 120 campus chapters, 17 state and regional offices, 34 Audubon Centers, Important Bird Area Programs in 50 states, and 700 staff across the country.
Reporting to the Executive Director of Audubon Mid-Atlantic, the Policy Director will be a senior member of Audubon Mid-Atlantic team. The Policy Director will be responsible for developing and executing a comprehensive strategy to advance a bipartisan policy agenda at the state level in Pennsylvania and Maryland with a particular near-term focus on advancing climate mitigation and resiliency policy opportunities through legislative and administrative regulatory action.
The Policy Director will work in collaboration with other Audubon Mid-Atlantic conservation, communications, and network engagement staff to achieve priority policy objectives. The Policy Director will also act as the region’s connector to national policy work (except for fresh water policies) and works with national conservation strategy, policy, and Atlantic Flyway leadership.
The Policy Director will be a critical leader in driving the regional office’s vision to implement transformative and equitable policy solutions and mobilize an effective conservation network of 90,000 plus members and other supporters across the region. This position is based in either Maryland or Pennsylvania, with regular travel to Harrisburg and Annapolis and other locations around the region, as needed.
- Develop and lead a conservation policy and advocacy program for Audubon Mid-Atlantic, guiding day-to-day efforts and working closely with other Audubon staff to align the program with the organization’s strategic priorities, particularly on climate mitigation and resiliency.
- Serve as a point person for the Audubon’s national Climate Campaign Team helping design and execute policy campaigns that aim to secure climate mitigation and resiliency policy outcomes in Maryland and Pennsylvania, particularly in the areas of coastal conservation, watershed protection, and healthy forest management.
- Serve as a member of Audubon Mid-Atlantic’s leadership team, to include advising on relevant organizational strategy and participation in advisory board meetings.
- Oversee regional field staff and consultants and/or partner with program and engagement staff to support development and oversight of a field plan to mobilize grassroots and grasstops support for key policy priorities and integrate advocacy into all external engagement activities.
- Serve as an ambassador for Audubon Mid-Atlantic, engaging government officials, including federal and state administrative branches and agencies, other environmental NGOs and other leaders to advance conservation objectives.
- Stay abreast of local, state, and federal legislative and administrative affairs and decisions effecting Audubon’s conservation agenda and its constituents.
- Raise the profile and visibility of Audubon Mid-Atlantic as a leader in conservation policy efforts; build creative and enduring alliances and partnerships to support Audubon’s policy efforts within the region.
- Identify new opportunities for policy and advocacy engagement opportunities and serve as an effective advocate for Audubon’s legislative and regulatory priorities in state and national arenas in coordination with Audubon’s conservation and policy leadership.
- Collaborate with Audubon’s National Policy team on all Maryland-, Pennsylvania-related federal policy issues and develop strong and effective working relationships with staff across the Audubon network.
- In collaboration with the Executive Director and regional Development staff, support fundraising efforts with an eye to growing our policy team and its impact in the region.
- Work with the state’s conservation staff and center leadership to identify and integrate policy and advocacy opportunities in their programs.
- Collaborate with state and national communications staffers on earned opportunities to elevate Audubon Mid-Atlantic’s policy and conservation agenda throughout the region and Audubon network.
- Serve as an active spokesperson for Audubon Mid-Atlantic on policy related issues.
- Promote an organizational culture and structure that fosters cooperation, communication, collaboration, respect, teamwork, and trust. Dedicated to Audubon’s mission.
Qualifications and Experience
- A minimum of 10 years of policy experience working in the government or non-profit arena.
- Bachelor’s degree required, an equivalent combination of education and experience will also be considered.
- Keen understanding of current policy trends in Maryland and Pennsylvania with particular emphasis on climate change, coastal resiliency, watershed protection and restoration and forest management and conservation. Experience applying this knowledge to successful policy advocacy and implementation strongly preferred.
- Desire to build durable public will for conservation issues, work with diverse stakeholders, engage both Democrats and Republicans on Audubon’s policy interests.
- Demonstrated commitment to equity and inclusion in all aspects of work.
- Experience working in partnership with a network of invested grassroots and grasstops leaders and activating membership to achieve policy goals.
- Effective management skills, including the ability to lead and mentor staff, put team ahead of self and promote individual and team accountability.
- Willingness to aid in fundraising efforts as needed.
- Excellent interpersonal and communication skills, with the ability synthesize and interpret technical information for various audiences.
- Willingness and ability to travel throughout the Mid-Atlantic region and elsewhere as needed, some weekends and evenings required.
