The Position

Policy Manager/Senior Policy Manager Government Affairs, Public Policy & Reimbursement

Position Overview

Genentech Government Affairs is seeking a policy manager or senior policy manager to join our Public Policy and Reimbursement team.  The qualified candidate will work closely with internal Commercial, Medical, and Government Affairs colleagues to advocate effectively on Medicare, Medicaid, and other coverage, coding, and payment policies governing access to innovative therapies. The position is located in Genentech’s Headquarter Office in South San Francisco, CA.

Sample Job Duties and Accountabilities

  • Identify, assess, and communicate key policy issues that may have an impact on Genentech and the biotechnology industry, both in the short- and long-term, to key internal and external stakeholders.  Focus on the impact of federal and state public sector trends and initiatives on Genentech with respect to patient access, provider reimbursement, and scientific innovation.
  • Understand business priorities in assigned therapeutic areas and translate policy developments into meaningful guidance and strategic advice in support of portfolio-wide and program-specific goals.
  • Actively ensure cross-functional collaboration, developing and maintaining a network of internal partners.  Drive discussion of integrated approach at molecule level to ensure policy requirements are considered, mitigation strategies are developed, and tradeoffs are clear to inform decision-making.
  • Acquire a basic understanding of, and ability to communicate, the science of assigned therapeutic areas, including basic disease etiology and therapeutic mechanisms of action.
  • Understand and advise on the implications of clinical trial design features on access, including clinical endpoints, patient- and provider-reported outcomes, and trial inclusion and exclusion criteria.
  • Represent the Public Policy and Reimbursement team at internal and external meetings.
  • Manage projects effectively and efficiently, and help organize and assist the efforts of other team members, as appropriate.
  • Work under limited direction and proactively notify supervisor about work priorities and timelines.

  • Communication and Presentation: Exhibit professional maturity, confidence and competence in interactions with internal and external stakeholders.  Ability to explain technical concepts to non-experts and knows how to summarize and communicate key points and business case for others to effectively and expeditiously make importance business decisions
  • Writing: Ability to write and edit business documents (e-mails, memos, and PowerPoint presentations) clearly and succinctly in a timely manner, as well as the ability to ensure content accuracy, appropriate tone, and attention to detail to ensure work is of superior quality.
  • Research and Analysis: Strong research skills, knowledge of key sources of information and contacts on public payer issues (state and federal), as well as the ability to tie research results and policy initiatives directly to Genentech’s business.
  • Problem Solving: Superior problem solving skills, including the capability of applying previous experience to complex policy issues.  Ability to collaborate with functional experts to address strategic opportunities and solve problems
  • Project Management: Strong planning and organization skills with the ability to set priorities effectively and efficiently, identify areas that need further research, and multi-task on a number of issues while notifying team members and supervisor of work progress in a timely and appropriate fashion.

Qualifications and Experience

  • A bachelor’s degree is required; a graduate degree (MPP, MPH, MBA, JD) is preferred.
  • Five to ten years of relevant post-college healthcare policy experience. Examples include government agencies such as HHS, CMS, State Medicaid Agencies, CBO, OMB, GAO, or FDA; Congress; healthcare consulting firms; pharmaceutical, biotechnology, managed care or other healthcare industries; or patient, provider or trade associations).
  • Experience working at CMS, directly with HHS on healthcare policy, or as Congressional health policy staff is preferred.
  • Advanced understanding of the federal and state regulatory processes, federal and state regulatory bodies that monitor and implement the health programs, healthcare policy development, and the administrative structure of funding sources for government agencies.
  • Advanced understanding of Medicare and Medicaid coverage, coding, and payment policies.
  • Foundational understanding of commercial market access, the intersection of federal and state policies on commercial markets, and the influence of commercial trends in healthcare payment and delivery on public payers.
  • Experience applying health policy in complex organizations is preferred.
  • Understanding of basic science is preferred.
  • Proven situational leadership skills, the ability to work collaboratively in a team environment across all levels of the organization.
