The Energy Program at the National Conference of State Legislatures is seeking a Policy Specialist who will provide technical expertise in research, analysis, and program planning related to state and federal energy policies. This person will work with the Energy Program staff and collaboratively across the Energy, Environment and Transportation program to provide quality, unbiased information to state legislators and legislative staff through publications, legislative tracking, energy workshops and other efforts. The Policy Specialist will have the opportunity to work on a variety of energy issues and will serve as a subject matter expert on topics such as renewable energy, energy efficiency and alternative fuels. The ideal candidate will be able to operate independently on certain projects and be able to represent NCSL to outside stakeholders. The Policy Specialist will track and summarize legislation, write publications, present to legislative committees and other NCSL stakeholders, and assist in the development of educational meetings for state legislators and legislative staff.
This position requires demonstrated competence in legislative, statutory and regulatory research and analysis, as well as excellent communication and analytical skills. NCSL’s Energy Program is dynamic and enterprising, responsible for keeping state legislators and legislative staff apprised of the shifts taking place across the nation’s energy systems. This includes providing analysis and expertise on a wide range of energy policies that span legislative and executive action across the country. NCSL and the Energy Program offer opportunities for professional growth and development to foster the energy policy expertise and nonpartisan delivery of research and analysis for state legislators and staff.
Responsibilities and Expectations
Research and write web briefs, reports and other publications about trending energy policies, with a focus on renewable energy, energy efficiency and alternative fuels topics.
Provide substantive presentations to legislators and legislative staff, requiring knowledge and understanding of state and federal energy policies.
Collect and analyze legislative actions and identify legislative policy implications related to state and federal energy programs.
Conduct thorough research and provide prompt, unbiased and accurate responses to legislative requests for information.
Identify opportunities for new projects and resources related to renewable energy, energy efficiency and alternative fuels to better assist state legislators and legislative staff.
Track relevant state legislation for the NCSL’s Energy Legislative Database and Energy Storage Database.
Help develop session topics and meeting agendas for in-person and virtual energy meetings or workshops with some travel required.
Along with the Energy Program Director, staffs NCSL’s Task Force on Energy Supply and maintains effective relationships with legislative members and sponsors involved.
Perform other related research and project tasks as assigned.
This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.
This position is a mostly performed in an office environment with prolonged periods of sitting at a desk and working on a computer. The person hired will utilize standard office equipment such as filing cabinets, copy machines, laptops, printers, scanners, and smartphones. Qualifications for Success
Bachelor’s degree plus five years of relevant and progressive work experience, including at least one year of professional research or public policy experience with NCSL, in state government, or with a public policy organization. A post-baccalaureate or graduate degree (i.e. masters degree, professional degree, or doctoral degree) may be substituted for up to three years of the required work experience. Subject-specific knowledge or experience in energy is preferred.
Excellent written research and writing skills, especially the ability to accurately synthesize and summarize complex concepts in order to make them more accessible for state policymakers.
Excellent verbal communication skills. Skill and competence in public communication and ability to work effectively with state legislators, legislative staff and project partners.
Knowledge, experience and demonstrated interest in working on energy policy topics.
Skill and competence to work effectively with state legislators and legislative staff in a bipartisan manner.
Skill and competence to work independently and to handle multiple tasks and assignments concurrently.
Able to maintain confidentiality when required and handle politically sensitive work.
Skill and competence in working cooperatively and professionally with a variety of people, internally and externally, often under pressure.
