Job Description

Advises on the Bank’s position concerning state and local legislation affecting its business, products, clients and long-term strategies. Ensures that the Bank’s interests are represented at each point in the legislative process and in the development of industry/market rules and procedures.

Manages activities for state and local legislative and government relations issues, including serving as the primary liaison to coalitions and other external partners relevant to issues affecting BNY Mellon.

Uses knowledge of BNY Mellon’s businesses, products, and services to advance its interests with state and local legislative and rule-making bodies.  Develops the legislative strategies for assigned portfolio of issues, balancing the Bank’s interests with public relations risks.  Develops relationships with key government officials and articulates BNY Mellon’s positions on highly complex financial market rules and procedures and related legislative matters.

Advises BNY Mellon leaders on pending or emerging state and local legislative developments.  Anticipates legislative issues that may affect the Bank’s operations and develops an aligned lobbying strategy.

Conducts in-depth research and review of proposed and existing legislative details, applying significant knowledge of political and rule-making processes within area of expertise.

Develops and documents position papers, policy statements and related documentation.


Bachelor’s degree; Master’s degree preferred

5-10 years experience; Experience in government relations within the financial services industry preferred; Experience in NY and PA with federal, state, and local officials and regulators preferred
