Job summary
 

The purpose of this position is to manage strategic public affairs programs and engagement. This position is responsible for identifying and securing opportunities on a global scale to promote IEEE SA as the platform of choice for technology-policy with respect to the human-centric digital economy through the development and oversight of efforts at the SA and IEEE levels that considers visibility, presence, thought leadership, demand, impact and outcomes. The incumbent in this role is responsible and accountable for ensuring that public affairs and government engagement programs are in place and effectively executed upon, and that there is diplomatic engagement with leaders from industry, government, academia and other sectors. He/She has deep knowledge of and effectively navigates public affairs and policy-related fora and venues. He/She oversees complex projects and utilizes strategic policy analysis and diplomatic skills to advance IEEE SA public affairs goals and positions. In addition to developing content for and serving at point of contact at high profile global technology policy events, the position also represents IEEE at global fora and venues. In helping to drive the public affairs agenda, the position works collaboratively and transparently with others in technology and policy-related business units to ensure alignment of priorities and goals. The position will assess and communicate potential activities back to the business, develop enhancement strategies and help coordinate external efforts, outreach programs and key initiatives in concert with organization objectives. The position reports to the Senior Director, Public Affairs and Communications. This position has one direct report, and works cross-functionally in a leadership and collaborative capacity.

 

Specific duties include but not limited to: 

 
Public Affairs Strategy and Program Management 50% 
o Manages strategic public affairs and government engagement projects and programs within/across the organization 
o Identifies and secures engagement opportunities for SA and IEEE leadership in global policy  
o Produces position statements and related materials; manage the review of these materials (which include interventions, contributions, situational analytics, best practices, processes and policy) and contribute to strategic priorities  
o Manages and advances strategic initiatives within the Public Affairs and Communications group to achieve goals and direction of the team and IEEE SA
o Assists IEEE with development and achievement of goals and vision in the technology policy area 
o Serves as a direct liaison and interface for strategic relationships and partnerships 
o Leads cross-functional collaboration on interdepartmental projects and enterprise-wide initiatives ensuring accountability and completion of deliverables to meet deadlines 
 
Communications and Thought Leadership 30% 
o Leads IEEE’s representation in external organizations to influence policies and increase IEEE’s global presence.  
o Provides guidance to other issue area teams, offering transferable and complementary insights from their own planning and implementation, including contributions to cross-team learning for assessing broader organizational impact 
o Oversees the preparation and development of contributions, position papers and reports for presentation to bodies and boards, as appropriate 
o Monitors and reports upon relevant technology policy, issues and policies across a range of countries and technical domains impacting IEEE 
o Contributes to the reporting to bodies/boards on budget/program performance or on programmatic/substantive issues, as appropriate 
o Establishes and maintains regular contacts with national and international experts, other international organizations and non-governmental organizations 
o Advocates IEEE’s public policy positions with stakeholders  
 
Human Capital and Relationship Leadership 10% 
o Manages one direct report and vendors/consultants 
o Develops, nurtures, and manages interdepartmental/inter-organizational and external relationships to garner insight and information, to impart information and knowledge and to foster engagement in technology policy and international affairs activities 
o Forges strategic relationships with IEEE business units and external communities/organizations  
 
Financial and Risk Management 10% 
o Manages budgeting, forecasting and financial reporting for assigned activities  
o Takes risk management and mitigation measures into account for impacted regional, domestic and international activities and programs 
o Ensures planned activities comply with Policies and Procedure’s and Bylaws 
o Contributes to IEEE/SA’s risk and business continuity and recovery plans, as needed/requested

 

Qualifications

 Education Level 

  • Bachelor’s degree or equivalent experience required 
  • Master’s or other advanced degree preferred 
 
 Experience Details 
  • 7-10 years experience leading significant engagement initiatives/programs in technology and/or international and policy affairs 
  • Demonstrated experience with varied business functions
  • Demonstrated experience working in a diverse, global environment comprised of a multitude of stakeholders and experience working with or within a decentralized organization

Skills and Requirements

  • Must be able to travel internationally/domestically 
  • Advance knowledge and use of Microsoft suite, the use of digital repositories and web-based tools and interfaces 
  • Valid travel credentials e.g. passport required; Significant travel required both domestic and international
