Homer Electric Association (HEA) is a member-owned electric utility serving the central and southern areas of the Kenai Peninsula in Alaska. We are excited to be recruiting for a Public Relations & State Affairs Strategist to join the team. The Public Relations & State Affairs Strategist will create, promote, and implement the public relations strategies of the Cooperative through legislative, regulatory, employee and media contacts aligning with the interests of the Cooperative and our members. They will also plan and coordinate HEA events including annual and area meetings and other local outreach efforts.

This position will work in the Kenai HEA office location. This will be a salaried (exempt) position and be required to serve as the secondary public information officer that would include overnight call shifts to oversee crisis communications, such as power outages.


  • Develop, coordinate, and maintain statewide external contacts and relationships. Attend regional and national industry meetings or seminars as directed to stay professionally attuned to trends or changes that may affect the success of the Cooperative.
  • Remain informed and briefed on the relevant activities with the Railbelt. Lead in Railbelt communication activities when appropriate, including creating alerts and other materials for use by the Cooperative.
  • Act as the community liaison on behalf of the Cooperative by coordinating, attending, and speaking at meetings of the state, local Chambers of Commerce, and various community councils.
  • Create and coordinate the Cooperative messaging to shape and direct the public policy agenda through awareness and advocacy on issues important to the electric utilities; inform members and guide resolutions process in partnership with the other Railbelt utilities as directed by the Director of Member Relations.
  • Respond to a wide variety of inquiries from employees, public, members, agencies, affiliate organizations, and the media on variety of topics such as outages, rates, projects, tours, and demonstrations.
  • Responsible for leveraging social media platforms, hard copy, and web-based platforms for advancing HEA’s branding goals.
  • Assist with regulatory, legislative and public services, education and information on behalf of the Cooperative to participate in public outreach.


  • Bachelor’s degree in Public Relations, Digital Marketing, Business Administration, Office Services, or related degree is preferred.
  • Minimum of five (5) years progressively responsible experience in utility marketing, or public relations is required. Experience including team leadership is highly desired.
  • In lieu of a degree, must have eight (8) years related experience with direct supervisory experience.
  • Experience in utility marketing or public relations desirable.
  • Must submit a valid Alaska Driver’s license and maintain a good driving record.


  • Must demonstrate a results-orientated management ability including the skills to implement management direction and achieve results with minimal policy direction.
  • Must possess a positive approach and calm demeanor when dealing with member and employee issues, utility personnel and the public.
