The Regulatory and Compliance Manager is responsible for assuring that the Company complies with financial laws, rules and regulations, and that all Company policies and procedures are in line with these laws, rules, and regulations This position is also responsible for learning and understanding the financial obligations of a Telecommunications provider for Federal/State regulatory compliance, taxes, NECA, FCC, USAC, USF, along with cost study compliance and strategies.


Duties include the following, but other duties may be assigned as required.

Evaluates the Company’s policies, procedures, products, and programs to ensure compliance with applicable laws and regulations and make recommendations for change.
Work effectively with internal stakeholders to provide timely and accurate regulatory and compliance guidance.
Maintain advanced knowledge and understanding of regulatory laws and regulations applicable to the Company.
Guide implementation of regulatory changes into business operations in a timely and cost-effective manner.
Develop analyses that identify key regulatory opportunities and risks and provide recommendations.
Ensure timely execution of all aspects associated with meeting filing and other critical deadlines.
Manage regulatory and legal consultants to ensure adequate and timely work product.
Provide compliance risk input to business projects and initiatives.
Perform audit or verification functions related to monitoring business compliance.
Lead final contract negotiations and coordinate with respective lawyers to ensure maximum benefit to the Company.
Participates in ongoing educational opportunities in order to maintain current knowledge of issues as they relate to accounting standards, regulatory procedures and potential reform, and products and services.


Education, Experience, Skills, and Licenses/Certificates:

BS or BA degree from a 4-year college or university, with major in Accounting, Political Science, or Business-related field and relevant work experience of 5+ years required, or an equivalent of work experience of 10+years in regulatory and compliance.
PC Skills – requires an advanced understanding of accounting software, with advanced word processing and email skills, along with the ability to review and analyze reports in company systems. Must be proficient using Microsoft Office products, including Word, Excel, and Outlook. Ability to touch-type at 40+ WPM and use a 10-key required.
Must possess excellent analytical skills, such as evaluation and examining data and presenting actions in relation to findings.

Must possess excellent communication skills (oral and written), including the ability to effectively articulate complex situations to colleagues with varying degrees of accounting and regulatory knowledge.
Ability to maintain confidentiality and exercise extreme discretion.
Must have the ability to solve problems with patience and a positive approach.
Self-motivated, detail-oriented and organized with the ability to work efficiently to meet deadlines.
Must have an understanding of process standardization procedures and the ability to create and maintain written documentation.
Ability to operate office equipment, including personal computers, phone systems, and software applications. Specifically, maintain advanced knowledge of Financials platform within Innovative Systems.
Knowledge of intermediate level mathematics required, including the ability to add, subtract, and balance a balance sheet.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
