Senior Director, Government Affairs and External Relations

 

Under the leadership of the SVP & Chief of Staff, this individual will be responsible for monitoring and evaluating federal, state and local policy issues, identifying policy priorities for HSS to engage in advocacy efforts, and developing and executing the advocacy approach. In this role you will be required to develop and execute complex strategies involving legislative, regulatory, and governmental affairs in support of business goals.

 

Government Affairs Responsibilities

  • Coordinates all activities related to federal, state and city legislative and regulatory issues;
  • Serves as point of contact for national, state, and local trade associations, including but not limited to:
    • Serves as a representative to the trade associations and advocates for HSS’ interests,
    • Receives and evaluates trades’ technical analyses and retrieves further information specific to HSS’ interests,
    • Identifies the appropriate HSS contact to participate in national, state, and local trades’ committees, work groups, and meetings as needed;
  • Serves as internal lead for departments and leaders who identify issues that generate potential advocacy efforts;
  • Analyzes and summarizes legislation and regulation, informs CEO and Senior Leadership as needed, and works with leadership to develop proposed approach for advocacy efforts;
  • Serves as main point of contact for elected officials and maintains relationships with officials’ offices;
  • Identifies the appropriate HSS representatives to engage with elected officials and regulatory agencies;
  • Serves as main point of contact for federal, state and local consultants:
    • Identifies and communicates priorities for consultants to assist HSS in pursuing advocacy efforts,
    • Strategizes with relevant consultants regarding approach for advocacy efforts,
    • Serves as point of connection between trade associations and relevant consultants;
  • Identifies federal and/or state grants applicable to HSS and supports the development of HSS’s application for funding.

 

External Relations and Other Responsibilities

  • Serves as point of contact to select community organizations on behalf of HSS;
  • Prepares communication to community organizations and elected officials on behalf of HSS and on behalf of the President/CEO;
  • As requested, prepares communication to the Board of Trustees and other Governance bodies;
  • As requested, supports SVP & Chief of Staff with oversight of Governance functions.

 

Qualifications

 

Required Skill Sets:

  • Strong analytical ability on issues of health policy
  • Excellent research, written and verbal communication skills
  • Strong interpersonal skills, including the ability to develop relationships throughout the HSS enterprise and to represent HSS to external parties

Preferred Criteria

  • At least 6 years of relevant experience
  • JD or a Master’s degree in Public Health, Public Policy or other applicable field
  • Experience working in government or in hospitals, relevant trade associations, or law or lobbying firms specializing in health policy
