Minimum Qualifications

  • 8 years of relevant work experience in public policy, government, or similar roles
  • 5 years working in the financial services industry, with specific knowledge of the mortgage banking industry and political strategy
  • Bachelor’s degree in politics, law, public policy, or relevant field
  • Demonstrated experience in leading organizations through strategic changes and getting positive results to drive business improvements
  • Demonstrated ability to tailor written and oral communications to specific audiences
  • Extensive experience writing congressional and regulatory testimony, public comments or research reports
  • Extensive knowledge of the federal government institutions and agencies and their processes and functions
  • Familiarity with the issues related to housing, banking, and financial services
  • Demonstrated ability to manage and coordinate the work of team members performing a wide variety of tasks and assignments relating to the organization’s external-facing functions and activities

Preferred Qualifications

  • 10 years of relevant work experience in public policy, government, or similar roles
  • Master’s degree in politics, law, public policy, or relevant field
  • Experience on Capitol Hill or other demonstrable professional experience with relevant congressional committees, federal agencies
  • Experience in public speaking
  • Expert knowledge of the Rock Family of Companies and the Government Affairs mission, goals, external stakeholders, strategy and organizational structures

Job Summary

As a Senior Director of Public Policy, you’ll direct the development and implementation of the organization’s legislative and regulatory strategies. In this role, you’ll advocate for the company with policymakers and representatives from a wide variety of organizations. You’ll also work with internal teams to align organizational goals and execute change to meet business objectives.



  • Provide legislative and regulatory analysis and policy briefing papers, backgrounders and other communications on topics affecting the Rock Family of Companies
  • Identify promising public policy solutions and synthesize and analyze external policy perspectives to inform the executive leadership’s decision-making, the Rock Family of Companies’ strategic direction, and overall messaging
  • Introduce metrics designed to track action plans and determine whether the actions are effective at meeting targets or whether new plans should be identified
  • Develop and interpret analytical reports of current federal policies affecting the organization’s policy goals to measure change
  • Provide strategic recommendations to senior leadership in the expansion of the organization’s federal policy footprint and education of key external stakeholders
  • Build and maintain alliances with relevant stakeholders
  • Represent the organization’s policy priorities before congressional staff, policymakers, experts, and other stakeholders
  • Direct inter-office coordination to identify and develop key policy areas, assemble, interpret and analyze important business priorities and developments, and provide regular updates
  • Drive internal communication process to provide consistent internal updates on national public policy developments and lead the public policy team in assembling, analyzing, interpreting and communicating important business priorities and policy developments to our internal business partners
  • Effectively communicate policy recommendations and strategies with team members to better empower them in their advocacy and education efforts with key stakeholders
  • Support briefing and preparation of executive leadership in advance of significant internal and external announcements, high-level meetings and congressional hearings and briefings
  • Provide leadership to public policy team members to generate expert-level understanding of policy ideas and aligning with the business to advance organization goals
  • Lead the day-to-day execution of regulatory submissions across public policy portfolios
  • Create and model an environment that fosters and sustains diversity, knowledge-sharing and consensus-building
  • Participate in “lobbying activities” as defined under the Honest Leadership and Open Government Act of 2007
