Our experienced staff of Psychiatrists, Psychologists, Social Workers, Mental Health Specialists, Parent Partners and other therapists/counselors provide case management, mental health care and a range of support services in our outpatient clinics and 24/7 treatment facilities, and in community settings such as schools and homes. Our dedicated teams work collaboratively and in partnership with family members, school administrators and faculty, county social workers, case managers, probation officers and other community-based agencies.
The Senior Director of Public Policy (SDPP) has the following responsibilities and provides the following services for Star view Behavioral Health, Star View Children & Family Services (SVCFS), and for Stars Behavioral Health Group (SBHG) and its affiliated companies. The SDPP is responsible for supporting the organizations’ boards of directors, executive management, and agency management developing and executing strategic government relations on local, regional, state, and federal levels. He or she monitors and evaluates proposed and enacted policies, legislation and regulation regarding their impacts on the company. The SDPP helps the organization form strategies for how it will attempt to influence and participate in making or blocking regulations and laws, and then works to implement these endeavors. The SDPP will ensure the organization is actively partnering with county, state, and provider associations and advocacy groups to support public policy strategies. The SDPP will work with organization leaders to develop public policy agendas and strategies for advocating those agendas, including supporting advocacy by staff and community integration activities. Position may serve on the company’s Executive Committee.
Juris Doctor or graduate degree in public policy, social science, or related field.
Eight (8) years’ experience in public policy and/or advocacy in behavioral health or other human and social services.
Experience in public policy and/or advocacy regarding racial and social justice preferred.
Significant professional experience in public policy advocacy, public policy research and analysis, and coalition building.
Experience in interfacing with governments, elected officials, provider associations, and advocacy groups.
License or Certification
Valid California Driver’s License required.
Ability to interact and communicate both verbally and in writing with government and community agencies and organizations, executives and staff, and the general public regarding human services public policy.
Demonstrated understanding of government organization, operations, policy, funding, and contracting covering health and mental health services, county social services, probation and juvenile justice services, special education, and public welfare systems, including emerging trends.
Demonstrated knowledge of county, state, and federal laws and regulations covering behavioral health, child welfare, and other social services and their funding.
Demonstrated knowledge of county, state, and federal laws and regulations covering racial and social justice.
Ability to develop and evaluate business strategies, threats, and opportunities concerning changes in laws, regulations, and policies.
Ability to train and support staff in advocacy and coordinate advocacy efforts among multiple individuals.
Demonstrated skill and comfort in proactively building relationships with diverse audiences, including public officials, coalition partners, community leaders, and members of the media.
Ability to work collaboratively with diverse communities and individuals.
Demonstrated understanding of governmental contracts and experience in contract negotiations.
Ability to sit for extended periods of time, up to 2 hours.

- Tracks the activities of policymakers and researches policy issues and trends impacting health and human services and racial and social justice in order to draft reports and keep the organization up to date.
- With executive management and the SBHG and SVCFS (and other affiliated organizations) boards of directors, establishes public policy and advocacy strategies and supports the planning and implementation of strategies at all levels of the organization.
- In collaboration with the organization’s leadership, identifies and evaluates proposed and enacted laws, regulations, and policies and recommends strategies to leadership.
- Coordinates advocacy, including collaboration with county, state, and national industry organizations, advocacy groups, and other community-based organizations.
- Develop and maintain relationships with public officials and their staff, community leaders, and coalition partners, including participating in meetings and presenting information to persuade them on advocacy issues.
- Supports the planning and implementation of community integration strategies and activities by company agencies to support advocacy efforts.
- With executive management, informs SBHG workforce on public policy issues and advocacy opportunities.
- Gains and maintains awareness of governmental organizations, schools and school districts, healthcare systems, other community organizations in the markets in which the company operates.
- Attends and represents the company at state and county provider association and other industry meetings where public policy issues are deliberated. Coordinates and monitors attendance by other company leaders, as needed.
- Supports relationship development and liaison of company leadership with governmental leaders, including elected officials, and provider and advocacy group leadership.
- Coordinates with agency leadership on planning and implementing community integration activities that can support community advocacy and awareness.
- Develops and implements strategies to achieve changes in laws, regulations, or policies specific to company needs, including recruiting others to support changes.
- Presents new laws and regulations and public policy and advocacy related matters to groups including the Executive Team, Senior Managers, and agency leadership teams and facilitates discussion, as needed.
- Informs company leadership of emerging areas of public policy through coordinating presentations by policymakers and advocates.
- Activates workforce to support advocacy in response to provider associations’ requests for “grassroots” support or when leadership determines it would be in the best interests of the company to do so.
- Supports company’s and agencies’ efforts to support clients and community members in engaging in advocacy, including providing trainings on advocacy and participating in and/or hosting advocacy groups, e.g. California Youth Empowerment Network (CAYEN).
- Coordinates with Director of Communications internal and external company communications supporting advocacy efforts, including maintenance and updating of mailing lists.
- Supports the company’s efforts to obtain, negotiate and track contracts with government entities and private organizations for the behavioral health and other social services provided by the company.
- Completes management projects assigned by the CEO. Projects may include data analysis and reporting and management training.
