Description:The Senior Director, Public Policy and Government Relations, in close collaboration with the External Affairs, Communications and Brand team leadership, initiates and coordinates the development of Permanente Medicine’s national health care policy agenda on behalf of The Permanente Federation (TPF) and the eight (8) Permanente Medical Groups (PMGs). The Senior Director establishes, advises on, and supports major initiatives central to TPF/PMG government relations and policy strategies in collaboration with Kaiser Foundation Health Plan. This includes the development and execution of key strategies that promote PMG leaders and Permanente Medicine with policy experts and elected officials as sources of information with federal policymakers and other government officials and elevates Permanente physicians, Permanente Medicine, and the Kaiser Permanente model of care.

The Senior Director coordinates and facilitates the work of Permanente physician legislative representatives in national government relations and policy activities, and develops and supports external coalitions and partnerships where appropriate to advance critical advocacy issues for Kaiser Permanente and the advance the adoption of Permanente Medicine nationwide.

Essential Responsibilities: 

    • Aids the Permanente Federation and the Permanente Medical Groups in identifying and managing policy issues with national or organization-wide implications relevant to multi-specialty medical groups and Permanente Medicine.
    • Monitors the federal legislative process, analyzing the extent to which specific legislative proposals affect Permanente Medicine and Kaiser Permanente. Informs the Permanente Medical Group leadership and other Permanente leaders and staff of relevant issues in legislation and regulation on a regular basis and as developments require.
    • Develops and represents Permanente Medicines’ national policy perspective and supports physician interactions with key industry, business, federal policymakers and government officials. Educates relevant stakeholders about Kaiser Permanente, Permanente Medicine and the impact of proposed legislation and policy.
    • Establishes and maintains professional and working relationships with policy level personnel in Congress and the executive branch who deal with areas of interest to Permanente Medicine and Kaiser Permanente.
    • Establishes and maintains working relationships with other organizations interested in the health care field and federal health policy; forms coalitions and partnerships when appropriate.
    • Leverages existing policy capacity in the PMGs and supports the development of medical group federal policy capacity and expertise where appropriate.
    • Provides external representation for Permanente Medicine and Kaiser Permanente and helps coordinate the activities of Permanente physicians in relevant national organizations.
    • Partners with KFHP government relations staff to develop and promote joint national policy positions internally and externally.

Basic Qualifications:

Experience

• Minimum fifteen (15) years of experience in health policy analysis, development, advocacy or a related field.

Education

•Master’s degree or in public policy, health care, business, or a field related to health policy OR equivalent.

License, Certification, Registration

• N/A

Additional Requirements:

    • Travel as required (approximately 25% of time)
    • Position will be located in Oakland, CA or Washington, D.C.
    • Experience with/in the legislative or executive branch of federal government.
    • Experience in health care legislative and regulatory arena, including ability to analyze draft legislation and proposed rules, in collaboration with internal stakeholders and colleagues.
    • Experience developing Washington D.C-based partnerships, working with relevant trade associations and conducting health care related advocacy.
    • Experience with modern technological tool to maintain databases of subject matter experts, potential spokespersons and key internal and external stakeholders.
    • Quantitative and qualitative skills to analyze payment policies and summarize proposed changes for internal audiences.
    • Knowledge of federal legislative and political processes and policy development. Knowledge of health care issues, particularly Medicare Advantage, Medicaid, and ACA.
    • Highly accomplished verbal and written presentation, communication and persuasion skills.
    • Ability to work effectively across and among organizations, departments and teams.
    • Ability to influence others through education, relationship building, knowledge and expertise.
    • Ability and willingness to travel, as required, in multiple geographic locations.

Preferred Qualifications:

• Experience with multi-specialty medical group practice or integrated health care systems.
