Job Description

Title: Senior Director, State Affairs & Advocacy

EmploymentStatus: Fulltime; Exempt

Department: Public Affairs

Supervisor: Jason Brewer, EVP, Communications & State Affairs

Summary of Position:

To represent the association before state and local governments on critical issues impacting the retail industry. To develop and assist with state government affairs strategies designed to meet organizational objectives, which include building a strong presence for RILA with state and local government officials, state retail associations and member companies.

Position Responsibilities:

  • Work with relevant members of the government affairs team to develop and execute state legislative advocacy activities
  • Enhance state and local legislative tracking functions and direct communication of data to member companies
  • Maintain positive liaisons with state retail associations by seeking opportunities to leverage relationships and provide support
  • Support and coordinate activities of RILA’s state government affairs committee
  • Develop and maintain RILA relationships with national groups representing governors, state legislators, state regulators, and local officials with an eye toward identifying important legislative and regulatory trends
  • Develop and maintain RILA strategic approaches to specific legislative and regulatory issues, including but not limited to; privacy, data breach, labor, and product safety
  • Ensure that state legislators are fully apprised of RILA’s position on key issues through written and verbal testimony, official correspondence, appropriate media resources and direct and grassroots lobbying
  • Respond to individual member inquires on various state issues
  • Present RILA position and legislative updates at state and local focused conferences
  • Coordinate legislative advocacy and monitoring activities on priority issues at the local level, including large format retail size restrictions, health care mandates, and other issues as identified
  • Provide lobbying and research support for federal issues as directed by others on the Government Affairs team
  • Manage outside consultants and resources to meet policy objectives as needed

Required Skills & Experience


Four (4) year college degree required.


At least three (3) to five (5) years government affairs experience in a professional environment.
