Summary of the Position:

Novavax is seeking a talented individual to join our team as the Senior Director, State Government Affairs. The Senior Director, State Government Affairs will lead the organization’s development of a State Government Affairs Department. This role will drive the development and success of the Novavax state legislative and regulatory agenda and serve as a strategic leader and a primary company representative with state officials.

This position will oversee and/or be involved with multiple important state legislative and regulatory issues including COVID-19 vaccine access, vaccine confidence, distribution, vaccine placement within the Medicaid FFS policies, vaccine administration by pharmacists, reimbursement and government funding for emerging, vaccine preventable diseases. This position will work cross functionally with multiple internal departments, including Global Policy and Government Affairs, Market Access, Marketing, Advocacy, Commercial Sales, Legal and Medical Affairs. A primary focus will be on the implementation of state legislation, policies, regulations, and programs aligned with Novavax’ strategic interests. The goal of the role is to build trusted relationships with government officials to create meaningful partnerships while expanding our visibility and reputation across the US. This individual will also hire a small team of regional state government affairs experts to execute upon our legislative and regulatory objectives in key states across a region.

This person will report to the SVP, Government Affairs, Market Access and Alliances.

Responsibilities include but are not limited to:

  • Serve as a leader within Novavax regarding state legislative and regulatory issues.
  • Represent Novavax as a spokesperson with state policy decision makers, at external events and through thought leadership.
  • Identify and secure opportunities for appropriate Novavax representatives to meet with state legislative committees, and administrative bodies.
  • Produce and manage the department’s annual budget.
  • Enable stakeholder advocates with an effective voice to communicate with state policy decision makers.
  • Design, hire and lead a sophisticated, business and politically savvy, state government affairs team that executes upon the state policy and government affairs mission regionally throughout the country. Advocate before government officials, policy makers and their staff.
  • Research, monitor, track and analyze current and proposed state legislation, regulations, and policies.
  • Manage Novavax’ involvement with external government affairs consultants and other companies.
  • Design plans for government outreach and thought leadership through the gathering of intelligence and preparation of position papers, policy briefings, presentations, and other materials related to government actions.
  • Develop legislative and regulatory agendas on a wide range of policy issues.
  • Monitor, anticipate, and understand state and local legislative and regulatory policy activities to develop recommendations and prepare communications for executive leadership and senior management to strategically shape our positions, advocacy, and response.
  • Support internal stakeholders to appropriately engage government officials and support policy initiatives.

Minimum Requirements:

  • Bachelor’s degree required and graduate level degree in policy, law or a related field strongly preferred.
  • 10+ years of relevant experience in a leadership role with government affairs, public policy, or government relations in both the public and private sector (pharmaceutical/biotech sector strongly preferred).
  • Experience in developing and implementing a state and local government affairs program.
  • A comprehensive understanding of the operation of U.S. state and local policy making process.
  • Demonstrated experience working directly with senior executives and government officials, including advocating and building relationships at state and local government levels.
  • The ability to plan and implement a political advocacy effort and persuasively communicate and advocate for company positions and policies through the legislative process.
  • Outstanding written and verbal communications skills, ability to work as a team player and be effective in a mostly remote work environment.
  • This position requires candidates to work in a hybrid work environment that includes the majority of time in Gaithersburg, MD.
