Location: The ideal candidate would be located in Washington, DC or in Eastern time zone, yet this position will consider other locations for the best fit candidate. Eligible to work remotely with travel expectations of 50% of the time which could include weekends.

Responsible for developing and implementing strategies to advocate enterprise and large state specific legislative and regulatory positions in the most complex legislative and/or regulatory environments, directing and overseeing the resolution of most highly complex, varied and sensitive political issues and will have federal or multi-state responsibility. Also responsible for enterprise business development and retention which includes supporting new business growth, as well as new market (or customer) opportunity development.

How you will make an impact:

Primary duties may include, but are not limited to:

  • Develops and implements strategies to advocate enterprise and state specific legislative and regulatory positions to support business goals and objectives with elected and appointed officials before national bipartisan and partisan organizations, which may include serving as the lead business owner to develop association engagement plans to advance Anthem initiatives; and implementing proactive strategies to educate association leadership and membership when bringing new products, policy initiatives or extensions of current products to market; monitoring market databases and product review to analyze opportunities and represent Anthem at association meetings to develop meaningful relationships with attendees.
  • Represents the enterprise and its specific businesses in advocacy efforts, by providing general information about Anthem and its business footprint.
  • Facilitates attendance of Anthem subject matter experts at meetings. Implements a comprehensive campaign to represent the Anthem brand at association meetings/conferences to advance Anthem reputation enhancement, business development and retention activities to align with business priorities.
  • Establishes and maintains strong relationships with executive branch officials, legislators, regulators, other policymakers and staff of these associations.
  • Develops strategies for utilizing PAC and/or corporate political contributions.
  • Partners with SBUs and CEEs to inform and support business planning processes and proactively raise and address issues of concern.
  • Makes internal and external written and oral presentations on behalf of the company.
  • Manages budgets and issues of importance to the enterprise and contracted lobbying staff, and may act as a team lead.
  • Serves as a leader in trade associations and other advocacy organizations to influence their positions, tactics, and strategies to support enterprise goals.

 

Qualifications

Minimum Requirements:

Requires a BA/BS in a related field; 10 years of legislative, regulatory, political, public affairs or industry experience; or any combination of education and experience, which would provide an equivalent background.

Preferred Skills, Capabilities, and Experiences:

  • MS preferred.
  • Excellent written, oral, presentation and interpersonal communication skills with the proven ability to negotiate expectations between multiple parties.
  • Experience interacting confidently with senior management, as s subject matter expert and comfortable with influencing decision-making.
  • Experience developing successful relationships and communicating value proposition to senior-level contacts within government agencies.
  • Experience developing and managing strategic advocacy activities that achieve desired outcomes.
  • Mastery of Microsoft Office products, most notably Teams, Outlook, Excel, and PowerPoint.
  • Experience relating to healthcare policy and business.
  • Self-starter with the ability to act independently, demonstrates initiative, creative and resourceful.
