TITLE: Senior Manager, Climate Policy and Programs: Draft JD
LOCATION: Washington DC
REPORTS TO: Director, Climate Justice
COORDINATES WITH
Members of the OUS climate team, Global Partnerships and Impact , Alliances, Advocacy and policy, OI climate teams and climate staff across countries, clusters , regions and other affiliates as relevant.
PURPOSE OF POSITION:
Will provide leadership and support for strengthening OUS’s climate programming and policy impact for OUS’s core climate and energy portfolio linked to advancing action on mitigation and adaptation, working closely with the Climate Justice Director and members of the OUS climate team, climate staff in OI, regions and countries and other teams and departments in OUS as relevant. The position will also engage external allies and partners to elevate and drive forward Oxfam’s climate priorities and goals.
Policy leadership (30%)
 Deepen Oxfam policy advocacy and engagement, as well as thought leadership and research to advance Oxfam’s rights-based climate influencing agenda.
 Build out local to global climate agendas, coordinating with countries, clusters, and regions, OI and other affiliates.
 Collaborate with and support other programs and policy themes in OUS, particularly with Food Systems, Extractive Industries and Private Sector teams to enable public policy and corporate reforms to enhance climate action and ambition.
 Collaborate with OI Climate Policy team to link OUS to global strategies and policy advocacy, including to UNFCC processes.
 Manage relationships effectively with existing partners and proactively identify/cultivate new strategic partners to advance Oxfam’s climate influencing priorities.
 Develop and manage external-facing knowledge, research, and communications products to provide analysis on key topics/developments, disseminate research findings and recommendations and shift narratives.
 Attend forums and meetings and engage widely with key external stakeholders and influencing targets, and represent Oxfam publicly to the media, government officials etc., as relevant.
Program management (30%)
Oversee a portfolio of climate programmatic and advocacy priorities linked to galvanizing climate ambition and action for mitigation and adaptation in food, land use and energy systems.  Establish project and staff management processes for effective functioning of the portfolio.  Facilitate the development of project objectives, strategies, work plans, and support co-creation with countries, clusters, and regions to achieve shared outcomes.  Manage and oversee execution of grants to track progress, monitor budgets and ensure accountability.

People and culture (20%)  Manage, develop, lead, motivate and provide strategic direction and oversight to a team of professionals in line with Oxfam America’s core values.  Help set clear goals and expectations and empower and support staff as appropriate to carry out their responsibilities.  Demonstrate, in management style as well as ways of working, Oxfam’s core values and culture in line with gender justice, feminist principles, safeguarding standards, and other relevant policy and practice.  Support an open, equitable, diverse and participatory work environment.

Resource development and strategic planning (20%)  Lead fundraising efforts for the portfolio in collaboration with the Director, and other program/policy leads.  Leverage new and steward existing relationships with foundations, donor governments and/or individual donors to raise funds for the portfolio. Develop funding proposals and conduct outreach/funding presentations to potential donors  Work closely with the climate team, Senior Leadership Team, and others to implement the Strategic Framework and structure Oxfam America’s engagement and portfolio on climate. Support the development and oversight of a portfolio of high-quality program investments and impact, policy, advocacy and research initiatives which integrate gender justice and inequality at its core.  Support the team’s engagement and collaboration within the Oxfam International Confederation, the Oxfam Climate Initiative, with other relevant affiliates, regional platforms and country offices.  Support strategy development and execution of a body of work to achieve Oxfam America’s new Strategic Framework and Oxfam’s strategic goals.

Qualifications

REQUIRED QUALIFICATIONS

Education

• Bachelors or Advanced degree in Climate Sciences, Environment & Development, Sustainability, International Development, Public Policy or related field, or equivalent combination of education, training, and experience.

Experience and Core Competencies

• Ten or more years of related work experience, including in the climate, international development, and/or other relevant issues such as inclusive value chain development

• Strong leadership with two or more years in management, ability to motivate and manage a team, to think strategically, develop compelling vision and ideas and inspire team and other audiences to act to achieve impact.

• Demonstrated experience in managing and leading a team, preferably in a union environment.  Strong ability to be influential, to conduct policy analysis and to include policy and advocacy in programming to achieve systemic changes.

 Ability to make sound independent decisions and judgment calls. • Strong demonstrated written and verbal communication skills, writing for a variety of audiences. • Ability to summarize and synthesize large amounts of information. • Versatility and ability to take the initiative on a variety of projects. • Strong ability to prioritize tasks and ensure timely completion. • Strong research, analytical and problem-solving skills; use imagination and creativity to find information. • Collegial nature and ability to develop good relationships with multiple and diverse constituencies and work as a team member. • High degree of poise, discretion, and responsibility; ability to manage confidential information, anticipate problems, and demonstrate confidence to follow through.

PREFERRED QUALIFICATIONS • Working experience in the global south. • Knowledge of the field of international development and program planning. • Cross-cultural understanding of how an international development agency operates.
