The Senior Manager, U.S. Federal Government Relations will serve as a senior member of the Washington, D.C.-based lobbying team. The Senior Manager will work closely with the other U.S. and Americas Government Relations team members, who also report to the Senior Director. Though the Senior Manager will not be responsible for managing staff, he/she shall be expected to manage and drive assignments among colleagues in the context of specific projects and campaigns, working also with outside counsel and consultants.The Senior Manager is expected to work closely with the Senior Director to set goals and strategy for the Federal Government Relations team. The Senior Manager will play a lead role in the implementation of agreed tactics to implement those strategies and goals, working in tandem with the other members of the team and external consultants, whom the Senior Manager will assist in managing. The Senior Manager is expected to be able to identify critical stakeholders on issues and manage effective engagement with those persons and entities – for him/herself and colleagues, including senior management.It is vital that the Senior Manager be able to represent eBay Inc. in lobbying work on its full spectrum of priority issues. The primary portfolio will include a heavy focus on cross-border trade, small business exports, customs, postal and shipping, environmental and diversity issues. Work in the areas of tax, intellectual property and privacy/data protection among others, will also be required. Depending on the Senior Manager’s experience and expertise, he/she will be expected to lead the U.S. Federal GR team’s work on some of these issues, liaising with senior business representatives to ensure alignment with business priorities and set expectations for the achievement of the GR team’s work assignments.The Senior Manager will have the opportunity to engage in work (strategy and execution) relating to important GR tools such as the eBay Inc. Political Action Committee, as well as our grassroots advocacy which is administered by the Government Relations External Affairs and Operations team.The Senior Manager is expected to have opportunities to interact with executive level management at the company. Therefore, an ability to communicate complex political and government relations issues and corresponding actions is imperative.The successful candidate must have superb organizational, communication and written skills. The Senior Manager will be required to draft materials on behalf of senior leaders, including but not limited to briefing materials, talking points and testimony. He/she must be able to manage and prioritize multiple assignments. He/she must be willing to dive in and learn a range of issues and articulate, both verbal and written, substantive policy analysis including constructive communication to internal stakeholders. He/she must be highly motivated to engage with both internal and external stakeholders and be a strong advocate for eBay’s public policy priorities. This individual must be a team player who puts a premium on collaboration and working collaboratively with the current members of the Americas GR team. Most importantly, the candidate must demonstrate an enthusiasm for the entire eBay community – both internally and externally.
