Senior Manager, Responsible AI Public Policy

As the rate of adoption of AI technologies grows, so too has Microsoft’s commitment to ensuring that we develop and deploy our AI technologies in ways that uphold our principles and warrant people’s trust.  The Office of Responsible AI plays a leading role in this effort as part of Microsoft’s Corporate, External, and Legal Affairs (CELA) team.  We establish the internal rules for our engineering and sales teams, enable our community of Responsible AI Champs, and manage Sensitive Use cases.  We also help to shape new laws, norms, and standards to advance responsible AI for the benefit of society at large.

In partnership with the Office of Responsible AI’s Public Policy Lead, the Senior Manager will develop, implement, and advocate for the company’s public policy positions on issues relevant to the responsible development and deployment of AI.  These include issues such as bias and fairness, transparency, and algorithmic accountability in the context of AI technologies such as computer vision and natural language processing.  The role is global in scope and addresses cutting-edge issues at the intersection of technology, law, ethics, and society.

Responsibilities

  • Policy Identification, Prioritization and Development: The Senior Manager will help identify, prioritize, and develop Microsoft’s public policy positions to address issues concerning the responsible development and deployment of AI technologies. These positions will be developed in close partnership with the Office of Responsible AI colleagues, CELA subject matter experts, members of the Aether (Microsoft’s internal ethics advisory committee), and engineering leads from across the company.

 

  • Outreach Development and Guidance: The Senior Manager will work closely with the Public Policy Lead to design, coordinate, and execute high impact, issue-specific policy outreach efforts. She/he will also build and maintain relationships with key partners and external organizations.

 

  • Advocacy: The Senior Manager will be called upon to represent Microsoft externally on a range of targeted responsible AI issues, working groups and initiatives. The successful candidate will spend time speaking at public fora. She/he will also be expected to contribute to publications, blogs, and whitepapers.

 

  • Coordination with Field Teams: The Senior Manager will support responsible AI public policy efforts globally, working with CELA teams around the world.  The Senior Manager will also coordinate with local CELA teams in responding to internal and external requests for information, comments on regulatory proposals, briefing papers, and other collateral materials to equip those teams with the resources needed to engage with policymakers, and to identify public policy trends.

Qualifications

  • Experience: A Bachelor’s Degree in Public Policy, Public Administration, or related field, and at least two years’ addressing complex and rapidly evolving issues at the intersection of technology, law, ethics, and society.
  • Stakeholder Engagement: A proven track record of being able to engage and influence a variety of stakeholders, both within and outside Microsoft.  A key attribute will be the ability to work across multiple disciplines and cultures, since the responsible AI domain necessarily requires engagement with machine learning experts, social scientists, human rights experts, and many others across the globe.

 

  • Communication Skills: Highly developed written and oral communication skills.  Proven experience as an external presenter. Must be able to proactively advance company positions through high impact engagement in small and/or large group settings, including communications with high-level government officials, influencers, and the media.

 

  • Collaborative: A strong record of being an effective team player dedicated to collective successes. The ability to promote cooperation and solve problems in a timely, creative, and professional manner.
  • Agility: The ability to navigate ambiguity and adapt to rapidly changing environments and demands.
