National Cooperative Services Corporation, or NCSC, located in Dulles, Virginia, is a privately funded, member-owned cooperative providing specialized financing services to electric cooperatives since 1981. NCSC is an affiliate of National Rural Utilities Cooperative Finance Corporation (CFC).
NCSC has an opportunity for a Senior Representative, Federal Relations. In this position you will have the opportunity to lead advocacy efforts and liaise with the electric cooperative industry trade association on legislative and regulatory matters of importance to National Cooperative Services Corporation (NCSC) and affiliated organizations and provide representation where needed. This position is also responsible for providing support for the advancement of the National Cooperative Services Corporation and its affiliated organizations’ positions with Federal agencies and Congress.
As a Senior Representative, Federal Relations, you will:
• Partner closely with the National Rural Electric Cooperative Association on legislative and regulatory issues of importance to NCSC and affiliated organizations.
• Monitor regulatory and legislative matters of interest to NCSC and affiliated organizations.
• Develop strategies and prepare comments to advance positions with certain regulatory and executive agencies.
• Work with subject matter experts to develop financial, economic and related materials to support legislative and regulatory efforts.
• Develop strong relationships and collaborate across a broad coalition of rural and ag-focused associations, stakeholders and key policymakers.
• Provide regulatory support and legislative representation by leading lobbying efforts on policy issues of importance to NCSC and affiliated organizations.
To be successful, you will need:
• Bachelor’s degree in related field required.
• 5 years of regulatory, legislative, advocacy or related experience required.
• Proven ability to analyze regulatory and legislative proposals.
• Advanced knowledge of the regulatory and Congressional process, as well as USDA and financial issues.
• Proven ability to prepare and deliver written and oral analyses.
