The Center on Budget and Policy Priorities, a high-caliber strategic policy organization that has been at the forefront of major federal and state advocacy efforts to combat poverty, inequality, and racial inequities for decades, seeks a Senior State Communications Manager.

The COVID-19 pandemic and the economic crisis it spawned have laid bare and exacerbated the structural inequities and policy inadequacies that have long held back low-income families and communities of color. In the next few months and years, federal policymakers will face particularly consequential decisions over how to respond to the pandemic’s disastrous impacts, address disparities rooted in racism and other forms of oppression, and advance a just, antiracist economic recovery.

In this moment of opportunity at the federal level, the communications strategies implemented by state advocacy partners will be critically important to achieving bold, lasting policy victories that can help millions of people. To meet the moment, CBPP is expanding its team that supports the federal policy and advocacy work of our state partners — including the State Priorities Partnership, a network of 43 state policy organizations — and the work of anti-hunger, legal services, and children’s advocacy organizations around the country.

The Senior State Communications Manager will coordinate communications support on federal policy priorities to state advocacy partners, including developing and disseminating communications tools and templates, providing one-on-one assistance to state advocates, and overseeing communications consultants in support of this work. The ideal candidate will be a person drawn to contribute to a once-in-a-generation opportunity for large-scale federal policy change that centers economic and racial justice. This individual should bring a strong “in service” mindset and effective people and project management skills to internal and external collaboration, have the ability to marshal communications resources for a large multi-strategy campaign, and have a strong track record designing and producing communications strategies and tools to influence policy debates. The Senior State Communications Manager will report to the Director of State Communications and work closely with other communications, government affairs, and state campaigns staff at the Center.

Responsibilities

The Senior State Communications Manager will be responsible for:

  • Designing a program of communications supports — including rapid response, digital media, traditional media, and narrative strategies — for state advocacy partners working on federal policy priorities in consultation with Center staff and state partners;
  • Providing individual coaching to state-level staff in priority states on communications strategy and planning, including how to shape and maximize media coverage and how to engage the public directly through digital media;
  • Leading the production of messaging guidance and communications templates and materials (talking points, op-eds, toolkits, etc.) that are responsive to state partners’ needs on federal policy priorities;
  • Overseeing communications consultants associated with this work, including managing their workflow and ensuring work is high-quality and meets deadlines;
  • Ensuring alignment between the Center, state partners, consultants, and others on collaborative communications strategies to drive federal campaigns; and
  • Planning and executing training opportunities and materials for state advocacy partners.

Qualifications

  • At least 7 years of relevant work experience in strategic communications, media relations, advocacy, progressive politics, journalism, or a related field;
  • Excellent verbal and written communications skills, including the ability to communicate about complex policy issues in a way that resonates with average people;
  • An understanding of the role that racial injustice and structural racism play in our society and demonstrated skill in communicating about public policies that affect low-income and diverse communities and have implications for racial justice;
  • Knowledge of and passion for reducing poverty and racial inequities, building opportunity, and policy change;
  • Strong project and people management skills, including the ability to keep up with rapidly evolving timelines and deliverables, to keep a range of stakeholders up to date, and to work quickly in a highly collaborative environment; and
  • An understanding of policy, organizing, and/or advocacy communications strategies at the state and federal level, including traditional and digital media strategy and planning.

The ideal candidate will also have:

  • Experience collaborating with, and leading work within, a national network of state advocacy partners;
  • A track record of working with communications consulting firms; and
  • Experience supporting national issue campaign narrative and communications strategies.

Location is flexible while we remain teleworking, though the individual must be generally available during Eastern Time business hours. Washington, D.C. location preferred, but open to long-term remote work with monthly travel to our home office in Washington, D.C.

This position reports to the Director of State Communications.

Terms of Employment: Full-time, exempt, two-year term position.

Bargaining Unit Status: This is a bargaining unit position.
