Senior Vice President of Policy, Advocacy & Government Relations
The Senior Vice President of Policy, Advocacy & Government Relations will be responsible for strategic direction, management, and implementation of The Trust for Public Land’s overall strategy, at the federal, state and local levels, for public policy, government relations and advocacy. This includes overall leadership for The Trust for Public Land’s advocacy efforts to create new public funding for parks and conservation at the federal level (Federal Affairs) and at the state and local level (Conservation Finance). This position is also responsible for structuring and implementing a more defined and aligned advocacy function within The Trust for Public Land. As a member of the Executive Team, the SVP will work closely with the Directors of Federal Affairs, Conservation Finance, leadership, and the Board of Directors to formalize a policy agenda, develop positions, and implement strategies to address relevant policy threats and opportunities, as well as legislation and regulations influencing the organization. Responsible for growing and developing the work of the Trust for Public Land Action Fund (c4).
- Manage the Federal Affairs, Conservation Finance and Advocacy teams.
- Develop and execute The Trust for Public Land’s policy, advocacy, and government relations strategic plan and stakeholder strategy. Implement strategies through Federal Affairs, Conservation Finance, Advocacy, Field Programs and National Programs.
- Work with the Directors of Federal Affairs, Conservation Finance, and senior leadership to develop and drive the organization’s policies and objectives involving local, state, and federal government affairs and policy. Integrate policy positions at multiple scales.
- Oversee the Policy, Advocacy, and Government Relations team to: monitor and track proposed legislation and ballot measures (local, state, and federal), analyze proposed legislative, administrative and ballot measure actions at all levels, determine the potential impact on The Trust for Public Land and formulate appropriate responses.
- Build on existing and develop new effective networks and relationships with key external stakeholders, work with all of the organization in building advocacy tools and implementing advocacy efforts.
- Work with the Directors of Federal Affairs, Conservation Finance, Philanthropy, Marketing, and with senior leadership and Field Programs staff to develop and implement integrated, effective advocacy strategies and campaigns.
- Develop and oversee annual departmental budget to support function.
- Work with Philanthropy to raise funds for both The Trust for Public Land (c3) and The Trust for Public Land Action Fund (c4).
- Prepare department reports to Board of Directors and volunteers as requested/needed.
- Engage the Board of Directors and volunteers in development of the organization’s federal, state, and local policy positions.

- Strong leadership, political and organizational skills and the proven ability to successfully execute public policy, political, and advocacy objectives.
- Proven ability to manage a highly successful team of federal, state, and local lobbyists, researchers, and public policy advocates.
- Ability to interact at the highest level of professionalism with all grassroots advocates, consultants, corporate and board contacts, White House, Congress, federal agencies, state governors and legislatures, state agencies, local government elected officials and staff, and the general public.
- Proven ability to speak and write persuasively and with clarity, evidenced by experience in communicating advocacy positions, drafting issue papers, and preparing and presenting public statements and testimony.
- Outstanding ability to build relationships and use influence effectively in a variety of settings, both within the organization and with external constituencies, including public officials, trade associations, and other relevant parties.
- A skilled diplomat who has a strong, positive executive presence.
- Skilled at advocacy, influence, and persuasion: able to convince others to act on information or recommendations based on compelling logic or common best interests.
- Experience collaborating cross-functionally to ensure execution of mission goals.
- Strong analytical, critical thinking and interpersonal skills.
- Deep knowledge of the federal, state legislative and regulatory processes.
- Track record of being able to work under quick deadlines and under changing circumstances.
- Ability to manage budget and external resources.
- Proven track record of building coalitions with associations and other policy organizations, companies, and other stakeholders.
- Ability to handle multiple complex projects and issues on the legislative, procurement, legal, regulatory, and compliance fronts.
- Ability to travel as required, up to 40%.
- Washington D.C. location preferred.
Education and Experience:
- Master’s Degree in Public Policy, MBA, or law degree preferred
- Experience in the environmental/conservation field
- Experience in assessing public policy impacts is essential
- Minimum ten (10) years government relations experience and extensive federal, state executive and legislative, and local government lobbying and public policy knowledge
