Anchored in the heart of the Deep South, this leadership position builds on the region’s pivotal role in America’s ongoing struggle for social and economic justice.  HOPE’s SVP for Policy & Advocacy will craft and execute strategies that further the organization’s goal of fostering opportunities that enhance the ability of vulnerable people and places to fully participate in the American economy, and eliminating barriers that systemically exclude them from doing so.  HOPE’s policy and advocacy efforts are grounded in data mined from the members and communities served by HOPE, informed by the expertise of HOPE subject matter experts and function in tandem with its programmatic activities in order to amplify the organization’s overall impact.

Leveraging these assets, the SVP of Policy will fortify and expand HOPE’s position as a nationally respected thought leader on issues of:

  •            Community development finance (i.e., affordable housing, healthy food financing, expanding black business credit, etc.)
  •            Financial inclusion (Over half of HOPE’s members were previously unbanked or underbanked); and
  •            Investment in communities of color and persistent poverty areas.

Primary and Essential Functions

  •             Provide leadership to the development and execution of HOPE’s policy and advocacy strategy;
  •             Lead a team of analysts at various career stages in the development and dissemination of policy analysis, program analysis, legislative testimony and public comments to regulatory agencies
  •             Collaborate with HOPE’s communications and marketing team to advance HOPE’s policy objectives;
  •             Work closely with HOPE’s program subject matter experts to advance the organization’s programmatic and policy priorities;
  •             Represent HOPE on policy matters locally, regionally and nationally.

Regulatory Compliance Requirements

  •            Must comply with provisions of the Bank Secrecy Act (BSA)
  •            Annually complete CDFI Fund Community Information Impact System Institution and Transaction Level Reports

Accountability for Business Results

  •           On time release of program monitoring reports
  •           Cooperation with Investor Relations Department for on time submission of funder reports
  •           Ongoing release of public policy briefs and papers to support statewide advocacy efforts affecting low-income people.

Specified Authority Level

  •         Approval to sign employee travel reimbursements


  •         Experience in the development of policy reports and briefs from ideation to dissemination;
  •         Ability to problem solve and think critically (i.e. evaluate competing public policy options);
  •         Quantitative and qualitative research methods;
  •         High levels of emotional intelligence; demonstrated success managing projects that involve multiple parties and people with diverse backgrounds and positions;
  •         Project management experience with diverse, multi-sector teams;
  •         Strong writing skills;
  •         Skilled in Microsoft Word and Excel;
  •         Arc GIS and/or mapping experience preferred.

Desired Qualifications

  •         Advanced degree in public policy, economics, business, law, public administration or related field.
  •         Minimum of 10 years relevant experience, with a demonstrated track record of progressive leadership.
