Managing state government affairs procurement activities and advocacy as partner to Medicaid segment.

Fundamental Components:

Executing on strategy development surrounding Medicaid procurement target pipeline and expansion for geographic and population expansions thereby creating expansion to new market opportunities via organic and inorganic growth platforms (footprint and non-footprint) by developing and executing upon strategic (legislative, regulatory, etc.) solutions.

Working with and utilizing state government affairs team in establishing or furthering strategic partnerships, alliances to implement business plan in attaining Medicaid membership.

Explaining and operationalizing solutions as Medicaid reforms proceed to ensure our rates/revenue are not adversely affected in footprint states.

Ensuring SGA executes on external stakeholder plans related to Medicaid procurement from beginning to end.

Development of strategy to attain target procurement solution(s) in states, including proposing target Medicaid procurement legislative proposals/solutions where required.

Participation in review of wins/losses and progress of opportunities in relation to operations of business.

Managing procurement relationships/lobbyists and ensuring their education and targets are achieved.

Coordinating with business units on community relations and corporate investments.

Overall, expanding the companys capacity in identifying, researching, analyzing and bringing to market Medicaid expansions, including new geographies and populations as they relate to the Executive and Legislative branches of government.

Seeking experienced leader with:

Government affairs AND business development background. Specifically, looking for procurement specialist with deep Medicaid knowledge and previous experience in a matrixed managed care company in same type of position

Strategic management and long term strategic planning experience

Proposal / capture management experience

Pipeline management

Medicaid relationships

Excellent communication skills


7-10 years of experience in either state or federal Medicaid Government Affairs and/or in a legislative or regulatory affairs arena.


The highest level of education desired for candidates in this position is a Bachelor’s degree or equivalent experience.
