The Senior Specialist, Policy Communications is responsible for leading communications to support SHRM’s public policy positions and managing reputation among policy makers, policy influencers and members of the media. The Senior Specialist plans and executes a comprehensive, proactive communications strategy to advance SHRM’s mission and secure its goals with local, state, and federal policy makers. This includes shaping the messaging around public policy (legislative and regulatory) issues, partnering with policy influencers and engaging key stakeholders. The Senior Specialist works closely with the government affairs team to understand SHRM’s policy objectives to craft communications plans to support the organization’s positions of key issues at the intersection of employers, employees, workplace and the economy.
- Plan and execute a communications strategy that advances SHRM’s policy ideas in the legislative and regulatory areas that impact work, workers and the workplace.
- Communicate and advocate for SHRM’s position on policy issues, including but not limited to workplace development, workplace equity, employment-based immigration, employer-provided health care, and paid leave.
- Prepare messages that persuasively convey SHRM’s position on key policy issues.
- Manage and/or coordinate the development of policy and position statements incorporating input from cross-functional teams.
- Develop materials in support of SHRM’s public policy agenda, such as talking points, statements, press releases, fact sheets, social media content, testimony, reports, and letters.
- Plan and implement events and other activities to support SHRM’s public policy goals, such as town halls, news conferences, visits/tours to organizations and meetings.
- Play a key role planning and maximizing the impact of a Lobby Day, fly-ins and virtual advocacy days.
- Engage a vast network of more than 10,000 policy advocates across the country to cultivate grassroots media resources and stories to advance SHRM’s positions on key public policies.
- Manage crisis communications efforts involving SHRM’s public policy efforts.
- Support Government Affairs and SHRM executives based in Washington, D.C.
- Communicate with the SHRM community to inform them of relevant media coverage related to the organization’s advocacy efforts.
- Other duties and projects as assigned.
- Bachelor’s Degree
- Five years of relevant experience, or years of experience on Capitol Hill or in the Executive Branch.
- Experience in reputation management, policy and issue-based communications.
- Understanding of the Washington, D.C.-based media environment and the policy making process.
- Experience using digital and social media platforms to impact public policy.Impeccable attention to detail and analytic skills with a proven ability to multi-task and manage multidimensional communications initiatives.
- Strong political acumen and experience shaping and impacting public policy debates.
- Must have leadership ability and experience working in a cross-functional team that strives to create a bold purpose daily.
- Ability to gather and employ data in planning and reporting.
- Self-starter attitude, entrepreneurial spirit, and ability to move quickly in a fast-paced environment.
- Excellent written, verbal and virtual communication skills, and critical and strategic thinking.
- Ability to simplify complex public policy issues.
- Aptitude to envision communications in written and visual materials.
- Understand local, state, and federal legislative and executive processes and the media environment.
- Understand grassroots media efforts.
- Superior problem-solving and project management skills using sound planning principles and practices.
- A sense of urgency in an unpredictable and rapidly changing environment.
- Ability to develop and implement strategic plans as well as responding to short-term objectives.
- Consumer of current events and ability to shape content within a changing narrative.

- Public affairs experience in a communications agency or an industry leading company or member association.
- Must be able to perform essential duties satisfactorily with reasonable accommodations.
- Work is generally done sitting, talking, hearing and typing. Visual acuity to use a keyboard, prepare and analyze data and figures; transcribing, viewing a computer terminal; extensive reading.
- Travel Required: Occasional 0-10%
- Work is regularly performed in a professional office environment and routinely uses standard office equipment.
