The Center on Budget and Policy Priorities (CBPP), a national strategic policy organization that informs and shapes public policies to reduce poverty, promote equity, and build opportunity, seeks a State Campaigns Specialist to help design and execute cutting-edge field strategies with state and national partners around the country to advance the organization’s federal and state policy priorities.

The State Campaigns Specialist will support and coordinate a network of state-level advocates on priority federal and state issue campaigns; past campaigns have been focused on expanding the Earned Income Tax Credit and Child Tax Credit and fending off attacks on food assistance and health coverage at the federal level. The Specialist will also activate state-level advocates for rapid response efforts across a range of federal budget, tax, and safety net issues; and organize webinars, training, and peer-learning opportunities across CBPP’s networks of state advocates.

Roles and Responsibilities

The State Campaigns Specialist will be responsible for:

  • Coordinating rapid-response engagement strategies internally and externally around key federal developments, with a focus on ensuring our state and local partners have what they need to engage;
  • Managing CBPP’s listservs and platforms — such as our Federal Scoop channel, which reaches 2,500+ state and local organizations — to equip and engage advocates to shape major federal policy debates;
  • Creating campaign materials and trainings on priority federal issues to galvanize field efforts, such as toolkits and webinars;
  • Ensuring our field efforts are high-impact by overseeing our success tracking systems;
  • Participating in and supporting CBPP-wide priorities, such as annual conferences and trainings for state partners and our racial and gender equity goals; and
  • Providing support to the State Campaigns Team leadership and senior staff to carry out their work through meeting scheduling, webinar logistics, background research, and preparation for key meetings and events.


  • At least three years of relevant experience, such as with a political campaign or nonprofit issue advocacy organization;
  • Passion for reducing poverty and racial inequities, building opportunity, and increasing the role of state and local actors in driving policy change;
  • Expertise in at least one strategy within the issue advocacy toolbox: policymaker education, communications, coalition-building, voter contact, and engaging people with lived experiences;
  • An understanding of the role that racial inequity plays in our society, and experience working with communities that are underrepresented in federal and state policy debates;
  • Excellent writing and oral communication skills, including the ability to distill complex policy issues into galvanizing, relatable messages and quickly adapt to using different tones or voices for different audiences;
  • Strong organizational skills and attention to detail and general passion for building systems to track complex information so that our field efforts are high-impact; and
  • Proactive spirit to make sure balls aren’t dropped and all relevant stakeholders are kept informed.

The ideal candidate will also have experience with traditional media and digital strategies in a political or issue campaign context.

The State Campaigns Specialist will report to the Deputy Director, State Campaigns within the State Fiscal Policy division and work collaboratively with policy, communications, and campaigns staff across the organization.

Terms of Employment: Full-time, exempt.
Bargaining Unit Status: This is a bargaining unit position.
