Job Summary

The State and Local Affairs Manager is responsible for the development and implementation of strategies to enhance stakeholder relationships with state, municipal, and local government officials to ensure policies that support continued growth.

Main Responsibilities

  • Identify, build, and maintain trusting relationships with key state, municipal, and local stakeholders throughout CN’s network in the upper Midwest of the United States (U.S.)
  • Give CN a credible voice in public policy debates
  • Respond to incidents, issues and discussions about the operation of the railroad
  • Handle memberships in state railroad associations and state-based government relations consultants to ensure alignment and optimal advocacy
  • Work with internal audiences to provide insight and analysis of policy matters impacting the business
  • Develop a deep understanding of the business, anticipating issues and implementing strategies to ensure positive policy outcomes
  • Represent the railroad before a range of stakeholders and audiences throughout the service territory

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires occasional travel (25%) within the service territory. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.



Government Relations

  • Minimum 5 years of relevant experience
  • Experience with government relations as well as advocacy strategies and tactics
  • Experience working with trade associations and policy consultants
  • Experience in Transport or Railroad industry*

*Any experience for these above would be considered as an asset


  • Bachelor’s Degree or relevant government, government relations, or advocacy experience

Technical Skills/Knowledge

  • Knowledge of state and local government functions and processes
  • Existing relationships with stakeholders and government leaders throughout CN’s network in the upper Midwest of the United States (e.g., Illinois, Michigan, Wisconsin, etc.)

Decision Making & Impacts

The State and Local Affairs Manager is responsible for effectively managing and prioritizing the deployment of assets, personnel, and consultants across the entire service territory. The role must work with the team to develop policy positions and strategies and deploy them independently. The position includes a range of internal and external audiences and the incumbent must be able to tell the CN story to key audiences with relevant data, information and localized federal and national policy issues.

Level of Interaction/Influence

The State and Local Affairs Manager interacts with individuals internal and external to CN. Within the organization, the incumbent liaises with senior executives, business unit leaders, local and regional leaders across many departments including Legal, Communications and others. Outside of CN, the role communicates with government leaders, industry colleagues, trade association leaders, and consultants.

Employees Supervised/Organizational Structure

The State and Local Affairs Manager reports to the Assistant Vice President and has no supervisory responsibilities.
