JOB DESCRIPTION

Summary/Objective

Under the supervision of the Senior Vice President, the Vice President of Federal Affairs (DEM) participates in government relations efforts on all federal affairs activities, with emphasis on legislative activities in support of AHIP’s advocacy efforts. This position participates in AHIP’s highly matrixed public affairs efforts including tracking, analyzing, and lobbying of Congressional activities and related issues, and cross-functional agenda setting.

Essential Functions

Represents AHIP as a Congressional lobbyist. Maintains extensive contacts and develops strong relationships with members of Congress, Congressional staff, and other key organizations to develop support for industry positions. Attends congressional hearings, mark-ups, meetings, and events.

Monitors and analyzes proposed legislation to determine its effects on the industry and assists in developing and implementing strategies to achieve favorable results.
Participates with other members of AHIP’s matrixed public affairs functions to develop, implement and evaluate strategic planning for AHIP federal legislative activities.
Participates in the preparation of testimony, position statements, talking points, written reports, memos, and bulletins that are sent to AHIP members.
Participates in the preparation of advocacy materials sent to Congressional offices and committees, including testimony, letters, and other materials.
Participates in developing and responding to questions on technical issues from members of Congress and Congressional committees.
Works in conjunction with the Federal Affairs PAC Director to increase participation in the AHIP PAC.
Engages in political activity on behalf of AHIP PAC.
Performs other tasks as required or assigned.
Competencies

Knowledge of the structure and functioning of the federal government, with emphasis on the legislative branch in terms of its impact on health policy
Knowledge of current policy issues affecting the health insurance industry; and understanding of member companies’ business models and corporate goals.
Knowledge of PAC organization and rules.
Possesses strong leadership, management, advocacy, and organizational skills.
Ability to develop and maintain relationships with policymakers and staff.
Knowledge and understanding of insurance functions and operations.
Supervisory Responsibility

Requires the efficient delegation of responsibilities given the multiplicity of issues requiring the incumbent’s attention.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment.

Position Type/Expected Hours of Work

This is a full-time position. Standard days and hours of work are Monday through Friday, 8:30 a.m. – 5:30 p.m., however may require long hours and weekend work.

Travel

Up to 20% of the time.

Required Education and Experience

Bachelor’s Degree in Political Science or related field and/or equivalent experience.
Minimum of 5-10 years of experience in lobbying and advocacy, ideally with a focus on healthcare issues.
Experience working with Congress, regulatory agencies, and/or state legislatures at various levels with sensitivity to political considerations.
